Insurers have noted a marked deterioration in the CTP situation in the Far East. Primorsky Krai corresponds to the "red zone" in terms of the share of high-risk contracts, according to the RSA. The level of payments in this region is almost twice the national average, and the frequency of insurance claims for CTP is about one and a half times higher than the national average. Taking into account the experience of other regions from the "red zone", experts warn of an inevitable increase in territorial coefficients, and consequently, an increase in the price of avtograzhdanki in Primorye. Eastern problems

According to the results of 2025 and the first quarter of 2026, there has been a sharp deterioration in the situation in the field of CTP in Primorsky Krai. This is reported by the Russian Union of Motor Insurers (RSA). So, last year, the average amount of insurance compensation in the region reached 167.5 thousand rubles, which is 17.3% more than in 2024. At the same time, the level of payments (including business expenses) increased by 19% and is almost twice the national average. In addition, the frequency of CTP insurance claims in Primorye has reached 6.6%, which is about one and a half times higher than the national average (4.4%), according to the RSA.

An indicator of high risks for insurance companies is the volume of avtograzhdanka contracts transferred by insurers to the reinsurance pool (payments on them in case of an accident are made not by the company that issued the policy itself, but jointly by all market participants). In the first three months of this year, the share of such policies in the region reached 42%, which is 5.5 times higher than the national level.

Based on all these indicators, in the ranking of regions (the share of high-risk contracts) prepared by the RSA, Primorsky Krai ranks fifth, which corresponds to the "red" zone.

There are more scams, fewer cases

The RSA also records in Primorye the highest proportion of accidents registered under the European protocol in Russia — 71.3%. However, at the same time, the organization notes an increase in unfair actions during self-registration. According to Sergey Yefremov, director of asset protection at the union, vice-president of the All-Russian Union of Insurers, "fraudsters have found a way to make money on the Euro protocol by writing non-existent drivers into the policy."

At the same time, the number of criminal cases against insurance companies in the region is falling. If in 2023, 165 cases (58%) were initiated on 284 applications, then in 2024 this figure decreased to 38% (134 cases out of 351 applications), and by the end of last year it fell immediately to 12% (36 cases out of 307 applications), according to the Russian Union of Motor Insurers.

Taking measures

In order to strengthen measures to combat insurance fraud and improve the CTP situation in the region, the RSA considers it necessary to continue equipping roads with photo and video recording equipment, as well as conducting additional raids by the State Traffic Inspectorate to identify drivers without a CTP policy. In addition, according to the RSA, the regional Ministry of Internal Affairs should increase its activity in initiating criminal cases against insurers, as well as strengthen media propaganda to curb unfair actions, including fraud, on the part of citizens and organized criminal groups.

A working group on combating insurance fraud has been established in the region from representatives of insurance company divisions, which actively cooperates with the authorities and law enforcement agencies of the Primorsky Territory, Sergei Yefremov told Izvestia.

— In addition, by decision of the government of the region, insurers are provided with photo and video information from hardware and software complexes, which has a positive effect on the practice of insurers detecting signs of insurance fraud in insurance events. Over the past year, the regional divisions of insurers have completely closed the issue of the availability of CTP policies from both individuals and legal entities," added Vice—President of the All-Russian Union of Insurers (VSS), Director of Asset Protection at RSA.

He said that the Supreme Council also proposed to expand the norm of the draft law aimed at countering fraud. According to this document, it is proposed to distribute the powers of the Bank of Russia and the BCC, giving the union the opportunity to set requirements for its members on the organization and functioning of an anti-fraud system in insurance, and leave the regulator with the authority to monitor this activity, explained Sergey Yefremov.

"The Bank of Russia has supported the proposed initiative, and the bill is currently being submitted by the State Duma for a second reading," he said in an interview with Izvestia.

Will insurance become more expensive?

The problems with CTP in the Far East are primarily related to the peculiarities of the local fleet, says Anton Shaparin, Vice President of the National Automobile Union (NAS). The price guides used to calculate the amount of compensation in case of an accident contain a far from complete list of spare parts and parts for "right-hand drive" models, which are the majority in the regions of the Far East, he notes.

— Because of this, the amount of compensation is calculated not according to "reference" prices, but according to real market prices. This explains the noticeable difference with the average Russian refund amount. Realizing that in case of an accident with a right-hand drive car, you will have to pay more, the insurance company considers such a contract to be highly risky and transfers it to the reinsurance pool. This explains the five—fold difference between the volume of such policies concluded in Primorye and the national average," explained Anton Shaparin.

He recalled that last year, for Ingushetia and the Novosibirsk region, which fell into the "red zone", the territorial coefficient, which is used to calculate the cost of the CTP policy, doubled.

— Most likely, they will follow the same path for Primorsky Krai and also revise the territorial coefficients upward. In the future, this fate may befall other regions of the Far East and Siberia," the NAS Vice President believes.

Maxim Kadakov, editor-in-chief of Za Rulem magazine, also warns about the inevitability of an increase in coefficients for Primorye and other regions of the Far East. The increase in fraud and payout volumes will force insurers to contact the Central Bank with a request to change these coefficients in "problem" regions.

— Obviously, this will lead to an increase in the cost of insurance. The experience of other regions from the "red zone" of CTP shows that the price of the policy there has increased significantly after the coefficients have changed. The saddest thing is that conscientious drivers who do not get into accidents will also have to pay an increased fare," Maxim Kadakov sums up.

This may result in an increase in the number of drivers who do not take out insurance, said Igor Morzharetto, a member of the presidium of the Public Council under the Ministry of Internal Affairs of the Russian Federation. Moreover, it is now problematic to identify motorists who do not have a CTP policy, he notes.

— Despite the adoption of the relevant amendments, fines for lack of insurance identified with the help of cameras have not yet been issued. Therefore, only a traffic police officer on the road can bring such a driver to justice," he stressed.

In the situation with CTP that has developed in the Far East, Igor Morzharetto also considers it likely that the territorial coefficients for avtograzhdanka will increase in a number of problematic regions.

The Central Bank could not promptly respond to Izvestia's request for measures to stabilize the CTP situation in Primorsky Krai and other regions of the Far East, as well as the possibility of changing territorial coefficients.
