Policy system: CTP in a number of regions has risen in price by 30-60% in two days
CTP prices in a number of regions skyrocketed in just two days. From December 8 to December 10, the average cost of a compulsory motor vehicle jumped by 57% in Dagestan and by 35% in the Novosibirsk region, Izvestia calculated in Compare. At the same time, insurance prices across the country rose by 6% in two days. This happened after the tariff corridor was expanded on December 9 and the territorial coefficients were changed. Why did the price of CTP jump sharply in some regions?
Compulsory insurance for drivers has risen sharply in several regions. For example, in the Novosibirsk region from December 8-10, the average cost of CTP jumped by 35%, to 11.22 thousand rubles, and in the Republic of Dagestan — by 57%, to 10.28 thousand, the financial marketplace "Compare" told Izvestia. At the same time, the average price of the policy across the country increased by 6% over the same time, to 6.38 thousand rubles.
This is due to the fact that on December 9, a number of innovations of the Central Bank came into force. The Bank of Russia expanded the tariff corridor for all cars by 15% in both directions and by 40% for motorcycles, recalled Alexander Krainik, CEO of Compare. In addition, the regulator has changed the values of the territorial coefficient. When these changes were announced, the demand for new policies increased by 20-30%, and doubled on the last day before they took effect, Krainik noted.
The cost of CTP in Russia is calculated according to the formula of the Central Bank. It also defines the boundaries of the tariff corridor — the base rate that the insurer individually sets within this framework for each driver. Starting from December 9, 2025, the minimum base rate is 1399, and the maximum is 8665. To calculate the total cost of the policy, the base rate is multiplied by a number of coefficients. The region of registration of the car (CT), engine power (KM), age and length of service of the driver (FAC), the number of persons allowed to drive (CO), as well as the bonus malus (CBM), which increases or decreases the price depending on the accident rate, are taken into account. The cost of a policy for a careful driver can be several times lower than for an emergency driver.
On December 9, the Central Bank raised the territorial coefficient for 28 regions, and lowered it for 20, the press service of the Russian Union of Motor Insurers (RSA) reported. It has been doubled in the Novosibirsk Region and the Republic of Ingushetia. The fact is that these entities have entered the "red" zone for unfair actions in CTP.
The coefficient was also raised, for example, in the Republics of Altai, Dagestan, Kalmykia, Tyva, Chechnya and in the Smolensk region. The indicator was lowered, for example, in the Chuvash Republic, in the Arkhangelsk, Vladimir, Vologda, Ivanovo and Kemerovo regions, said Olga Basova, Director of Ratings for insurance and investment companies at Expert RA. According to her, as a result, the cost of CTP for a particular driver will depend on the region, as well as the statistics of his personal accident rate.
The tariff change is primarily aimed at providing insurers with the opportunity to set a more correct price for high-risk drivers, the press service of the Central Bank explained. It was impossible to do this with a limited corridor. The price range has not been reviewed for ordinary motorists for more than three years.
The expansion of the tariff corridor does not automatically mean an increase or decrease in prices, the RSA emphasized. The cost of the policy for each driver is influenced by many coefficients. Insurers will be able to make tariffs more customized.
In addition, it is too early to discuss specific figures, the Central Bank is confident. Too little time has passed since the new CTP tariffs came into force. It is possible to return to this issue in two or three months, when the market finds its equilibrium state.
According to the National Insurance Information System (NSIS), the average cost of annual CTP in the country has even decreased over the past year. If on December 9, 2025, it amounted to 7.1 thousand rubles, then a year earlier — 7.5 thousand. At the same time, the calculations were carried out after the latest changes of the Central Bank came into force.
Nevertheless, in the regions of the "red" zone, where there are high risks of fraud, the price still increased. In the Novosibirsk region, it increased from 8.59 thousand rubles to 10.62 thousand on December 9, the NSIS calculated.
For which drivers the CTP price is increasing, and for which it is decreasing
— The price increase in the "red" regions has been asking for a long time — the average payment already exceeds 100 thousand rubles. In such a situation, the expansion of the corridor will increase the price in objectively difficult regions, but this should have a positive effect on the rest of the population. Prices will be more personalized and take into account the realities of accidents and loss—making both in the region and in terms of personally accumulated discounts for trouble-free conditions," emphasized Alexander Krainik.
After the Central Bank's instructions came into force, insurers revised their tariff policy for those drivers who were unable to set a fair price in the previous corridor, added Yuri Strekalov, Director of CTP Portfolio Development at Rosgosstrakh.
First of all, this affected young drivers under the age of 22 with less than three years of experience, people with an unfavorable insurance history (KBM above 2.45), as well as owners of powerful cars in regions with high accident rates, said Alexander Shcherbakov, head of the OSAGO Methodology Department at MAKS IC.
According to him, tariffs for them increased by an average of 10-25%, reaching in some cases 6.1–6.2 thousand rubles (in basic terms), and taking into account the territorial coefficient — up to 10-12 thousand rubles.
For drivers from the "red" zone, after the innovation, the price may increase 2.3 times, said Alexey Bredikhin, director of the ACRA group of ratings of financial institutions.
Previously, drivers across the country used to pay for such clients. The difference in losses for high-risk customers was offset by careful drivers through cross-subsidization, said Pavel Nefedov, director of the underwriting and product management department at the insurance company "Consent". Now the situation has improved, but there are still a lot of "undotarified" drivers. According to Yuri Strekalov, there are about 30% of car owners.
The average cost of CTP after December 9 has definitely increased where the territorial coefficient has been increased, but in other regions everything is individual depending on the segment, explained Pavel Yakovlev, Deputy director of the retail insurance department of RESO-Garantia.
The innovation will also allow insurers to apply additional discounts in contracts with responsible customers. These include experienced drivers over the age of 35 who have had an accident-free history for five years or more, as well as owners of low-power cars living in regions with low accident rates. This category accounts for about 35-40% of all drivers. For them, the price will be reduced by 5-10%, said Alexander Shcherbakov from MAKS.
On average, the cost of the policy in the country is likely to increase by a symbolic 3-5%, since the increase will not affect a significant part of motorists, estimated Yuri Strekalov. However, as the average payout continues to grow, the CTP price will rise up to the upper limit of the tariff corridor — by about 15%, Alexey Bredikhin from ACRA expects.
In the future, the cost of CTP will vary depending on the individual risk of the driver and the continued increase in repair costs, Pavel Nefedov from Consent summed up.
