The Government has approved additional measures to support tourism operators, including reducing deductions and postponing payment of contributions. How the domestic industry reacted to the support is described in the Izvestia article.

The situation in Russian tourism in 2025

The amount of deductions to the personal responsibility fund decreased from 1% to 0.75% of the total price of a tourist product in the field of outbound tourism for the period 2024. In addition, the deadline for their payment has also been extended and postponed from July 15 and October 15, 2025 to January 15, 2026.

"The decision is aimed at supporting representatives of the tourism industry in the face of restrictions caused by the geopolitical situation in the Middle East," the Government's official Telegram channel says.

The decision is not new — in 2021 and 2022, a similar measure was already introduced after 67.5% fewer foreigners entered Russia in 2020 than a year earlier. The tourism industry was kept afloat, including by the national project "Tourism and the Hospitality Industry" — even if there was a pandemic outside the window and Western sanctions were knocking on the door.

To date, the contributions will be used to compensate tourists who have paid for trips to countries where there is a security threat and restrictions are in effect. Among them are the closure of airspace and the postponement of flights amid the escalation of local conflicts.

Dialogue with the industry

Representatives were cautiously optimistic about the measures taken to support tourism operators, including reducing the stock burden. For them, this is a step in the right direction and a good signal to the market, which senses the main change. This was noted by Maya Kotlyar, founder and CEO of MAYEL Travel, in an interview with Izvestia

— For many tour operators, recent years have been a stress test for survival: the pandemic, the closure of countries, and rising costs. And today, when the market is still recovering, flexibility and relaxation of mandatory deductions give an opportunity to breathe. Especially for companies operating in outbound tourism with high turnover but low margins," Maya Kotlyar emphasized.

According to her, the importance of reducing the amount of contributions is as follows: the opportunity to reallocate resources and invest them in preparing seasons and improving the quality of services when the contribution is reduced by 25% and the payment deadline is postponed to a later date.

— This is not a solution to all problems, but a real and timely measure of support. The government is starting to hear the industry," explained Maya Kotlyar.

For a long time, travel operators lived in a paradigm where both unpredictability and regulation were present. The systemic measures that have begun to appear, albeit partially, now provide an opportunity to adapt.

— But in fact, this is just the beginning. We still lack a differentiated approach: the conditions for large and medium-sized businesses should not be the same, as well as support for infrastructure costs, logistics, and digitalization. If you look at it in the long run, this is the next wave of necessary changes," said Maya Kotlyar.

The adoption of measures to support tour operators is the result of a dialogue between business and the state, says Marina Nenarokova, director of the Natural Code Law firm, Vice President of the OSIG. Reducing deductions to the Fund and postponing the payment deadline, in her opinion, will help businesses overcome crises by acting in the interests of the consumer. This will ensure the stability of the market.

— The steady work of experienced players is an important part of the reliability and development of the industry. Therefore, such support measures are needed. It is good that they are accepted in advance, this will have a beneficial effect on the market situation. The hospitality industry makes a significant contribution to the economy and, of course, will "work out" its support by creating an important product for consumers and providing tourists with leisure both domestically and abroad, Marina Nenarokova emphasized, calling the measures useful.

Glamping and camping for everyone

Glamping, camping and modular solutions have also become the subject of discussions in the government.: she calls the expansion of the number of rooms for recreation a key element in the development of travel infrastructure. It is planned to allocate 15 billion rubles for the creation of modular tourist accommodation.

"This is a prefabricated type of accommodation that fits into any landscape and has minimal environmental impact. Over the past 3 years, 65 regions have been allocated 20 billion rubles to create similar locations. Thanks to this, about 13,000 rooms were built," the government's official Telegram channel says.

Subsidies will be distributed based on the results of a competition conducted by the Ministry of Economic Development. The Agency will select investment projects from 55 regions, including new Russian regions. It is expected that 10,000 tourist spots will appear there in the period 2025-2027. Investors in the Far East, the Arctic and the Far North, in turn, can use subsidies for the construction of non-capital facilities for non-factory production.

Thus, within the framework of subsidies, investment projects related to special economic zones of tourist and recreational type will appear, facilities will be built near automobile tourist routes passing along sections of the federal roads M-4 "Don", M-8 "Kholmogory", M-11 "Neva", M-12 "Vostok".

The tourism industry saw modular and low-capacity accommodation facilities as an opportunity to create a sustainable tourism infrastructure, which was supposed to be a long-term and year-round solution for the sphere.

A good initiative did not show up effectively everywhere — the Accounting Chamber conducted an audit, during which it turned out that about 40% of the projects being implemented are on land plots, the type of permitted use of which is not intended for these purposes at all: the objects turn out to be on agricultural territories, on land where individual housing construction should be carried out, and period. — It is important to understand that the mere presence of modules does not solve the issue of service, logistics and accessibility of the region. Where everything is done wisely, we see an influx of guests, the revitalization of small areas, and interest in a new type of recreation. But in a number of regions, modular facilities have appeared without an ecosystem: there are no normal roads, sanitary infrastructure, or service teams. Therefore, the modular format itself is only a tool. In order for it to work, we need a strategic development of the territory," Maya Kotlyar noted.

Marina Nenarokova also points out that the shortage of investment-attractive sites in rural areas and protracted, contradictory land transfer procedures have created a situation where a conscientious entrepreneur often cannot choose a suitable location for a project or investments become impractical.

Nenarokova said that the complexity of land and property relations and issues of the targeted use of land are sometimes a "stumbling block" for the legitimate placement of modular non-capital accommodation facilities and the sustainable development of such projects. According to her, contradictions in land, water, forestry and environmental legislation overlap here. Sometimes an entrepreneur intentionally violates the norms due to an incomplete understanding of the issue or errors in the documents. One of the solutions is to separate the land and property issue and legal support for the development of tourism infrastructure into a separate area of regulatory policy. She shared that the OSIG launched such an initiative this year, and the Ministry of Economic Development is currently considering it.

According to the expert, working with natural locations requires knowledge, changes in legislation and a different approach to improving business literacy and criteria for subsidized projects. Otherwise, glamping sites and many objects in forests, on the water, and in the mountains will remain examples of inappropriate land use.

— Naturally, modular non—capital accommodation facilities are a wonderful modern market. This requires both the systematic support of the Russian manufacturer, and control over the project at all stages, its sustainability, with monitoring of the result and the mutual responsibility of the regions and the entrepreneur. It is important that jobs are created, and the project ensures balanced tourism, rather than overturism without taking into account the burden on infrastructure, benefiting the development of the area and local residents. That is, when a tourist flow is created that does not worsen the environment and values cultural traditions," explained Marina Nenarokova.

The introduced support measures are an important help for the industry, which is developing by redirecting flows to other countries and domestic tourism. Today, tourism in Russia has become a full-fledged and significant branch of the economy, Marina Nenarokova said. It directly affects the development of the regions, determining the possibilities of building accommodation facilities, transport logistics and infrastructure, especially in resorts, for years to come. This integrated approach has a positive impact on the socio-demographic situation, developing small towns and large resorts.

According to her, among the key breakthroughs achieved through the dialogue between regulators and business:

— construction of hotels;

— 141st resolution on subsidies;

— the formation of the market of modular non-capital accommodation facilities as a separate area;

— creation of a mechanism for the formation of investment lots for tourist facilities;

— simplification of the land transfer procedure;

— Introduction of the concept of "Rural tourism" (improved in October 2024).

— The organization of rural tourism is actively supported — visiting farms and rural tourism. These are not only farmers, but also visits to small towns and territories, of which we have a huge percentage," said Marina Nenarokova.

The draft law on trails, gastro and event tourism are examples of the dynamic development of domestic tourism in all its diversity, the expert emphasized.

— The hospitality industry will grow, it is a living organism. There is excessive regulation somewhere, drawdowns somewhere, the shadow sector remains somewhere, but the process of forming and legalizing the market, for example, guest houses, is underway. The consumer is also changing — he has become more demanding, more pampered, but often it is he who dictates quality or regulates trends in demand. We see that the industry has become much healthier than it was five to ten years ago," said Marina Nenarokova.

The regulator's support also affected youth, family tourism and auto tourism. Family travel affects the room requirements. Significant changes are expected in school, organized children's, student, youth, and "silver age" tourism, a destination for active people.

— The industry, primarily domestic tourism, has to some extent acquired contours. Of course, this needs to be developed further," Marina Nenarokova added.

According to her, domestic tourism is moving towards a civilized market — it is the result of cooperation between authorities, organizations, public and business associations interacting with the industry.
