The authorities intend to dispense with the experiment, which involved monitoring the presence of OSAGO using cameras and warning about its absence through the Gosuslugi portal. Initially, the system test was planned to be launched in March, then postponed, and now they want to cancel it altogether. Instead, drivers without a policy will immediately be fined. With such a proposal, the Ministry of Finance appealed to the government (Izvestia has the letter). This is due to the fact that the president instructed to accelerate the launch of automatic CTP control. The system is planned to be launched by November 2025, but the technology has not yet been developed. When will the OSAGO be checked by cameras?

In Russia, they want to abandon the experiment on checking CTP for drivers using traffic cameras. It was originally planned to be launched for a year starting from March 2025. It was assumed that during the test period, car owners without a compulsory insurance policy would not be fined, but they would start sending them warnings on Public Services. This was supposed to help debug the system and avoid errors.

Then the experiment was postponed until July, and now it is being proposed to cancel it altogether. With such an initiative, the Ministry of Finance appealed to the government. Izvestia has the letter at its disposal, and its authenticity was confirmed by a source familiar with the discussion. Instead, drivers without CTP are offered to be fined immediately. The Ministry of Finance referred to the fact that Russian President Vladimir Putin instructed to accelerate the introduction of automatic control of policies. The government, the Central Bank and the Interior Ministry should take measures by November 1 this year.

The letter from the Ministry of Finance clarifies: the result of fulfilling this order will be the launch of an automatic CTP check. And also — the issuance of resolutions on administrative violations, that is, fines.

During the preparation of the experiment, it became clear that in order to launch it, it was necessary to refine the traffic police information system, however, in a different way than for a full-fledged version with fines. And this requires additional time and resources, the source explained to Izvestia. In these circumstances, the president's order effectively eliminates the need to conduct a pilot. The target solution will start working immediately.

At the same time, the driver will receive no more than one camera fine per day for the absence of CTP, said Nikolay Galushin, General Director of the National Insurance Information System (NSIS, acts as the operator of the automated insurance information system, which stores data on all issued CTP). Such changes to the Administrative Code are currently being prepared.

On the part of insurers, everything is ready to launch CTP checks using traffic cameras, said Evgeny Ufimtsev, head of the Russian Union of Motor Insurers (RSA). Izvestia sent a request to the Ministry of Finance and the Interior Ministry.

The Central Bank supports the launch of monitoring of CTP policies using cameras, the press service of the Bank of Russia told Izvestia. They added: This will increase the safety of all motorists on the roads. If the person responsible for the accident has this contract, then the victims will be able to count on an insurance payment, and he himself will not have to compensate them for the damage out of his own pocket, as happens when he does not have a policy.

Of the almost 40 million drivers without CTP, about 2-3 million drive, said Sergey Khudyakov, co-owner of insurance broker Mains. According to him, for example, in Moscow or Tatarstan, almost all car owners have insurance, but in some regions, almost every second person drives without a mandatory car license.

If an accident occurs with such a driver, then the victims face problems with damage compensation. That is why the initiative on automatic policy verification has been discussed for many years, and finally the system is close to launch, Sergey Khudyakov emphasized. It will probably be fully operational as early as November 1.

According to RSA estimates, about 7-10% of car owners across the country currently drive without CTP, said Evgeny Ufimtsev. According to him, the automatic check will primarily affect those drivers who use the car in places with a high concentration of traffic cameras — in large cities, on federal and regional highways. Taking into account the annual increase in the number of cameras in the RSA, a serious decrease in the number of car owners without a policy is expected.

In just a year, their share may fall to 5%, according to Egor Svetlov, Director of CTP and MCI Methodology at Rosgosstrakh.

— Conscientious car owners will be able to feel more confident on the road, realizing that there are fewer police-free drivers around. After the abolition of mandatory CTP checks when registering with the traffic police, automatic monitoring of drivers' compliance with the law will become the most effective tool," says Egor Svetlov.

The security of other drivers will increase, agreed Anton Pozhidaev, head of the OSAGO department of Sberbank Insurance. An increase in the number of insured persons will also contribute to a further reduction in policy prices, said Nikolai Galushin from the NSIS.

How to appeal an incorrect fine in the presence of CTP

However, the transition to a full-fledged system without preliminary testing can lead to technical errors, unjustified fines and dissatisfaction of citizens, warned Alexander Shcherbakov, deputy head of the Department of methodology and underwriting of mandatory types of insurance at MAKS. In his opinion, running automatic verification without experimentation increases the likelihood of camera failures, incorrect number recognition, and data inconsistencies between databases. Careful system configuration is necessary to minimize such situations.

The pilot is important for debugging processes, agreed Anna Yezhikova, Head of the Motor Insurance Underwriting Department at Absolut Insurance. According to her, the introduction of the system without a notification period may increase the burden on regulators for some time.

On the one hand, the initiative of the Ministry of Finance directly responds to the President's instructions to accelerate the implementation of automatic CTP control. On the other hand, this approach significantly increases the risks of unjustified fines, said Irina Frank, CEO of Frank Auto.

Delays in updating the database, technical failures in data transmission or number recognition errors can lead to the mass distribution of fines to drivers who actually have a CTP policy, the expert warned. In this case, the person will have to appeal the ruling. He'll have to collect evidence.: a scan of the policy that was valid on the specified date and, possibly, an extract from the insurance company. Then you can contact the traffic police department, which issued the fine, or the court.

To reduce risks, it is planned to integrate the information systems of the traffic police and the NSIS. At the same time, each offense will be checked twice — on the day the car gets into the camera lens and the next day, in order to exclude late loading of data by insurers, explained Nikolay Galushin from the NSIS. He is sure that there should be no mistakes.

Provided that the bases of the traffic police and the NSIS are correctly combined, there are no overlays, says Dmitry Vishnyakov, Director of insurance business Development at Zetta Insurance.

Ingosstrakh also supported the initiative of the Ministry of Finance to launch a CTP check without a trial mode. Every car owner is obliged to insure their liability. In case of violations of the law, no warnings will be able to encourage a person to sign a contract, says Egor Serebryannikov, director of the OSAGO domain of the company.

He added: to avoid mistakes, it is very important to check the correctness of the data specified in the contract when buying a policy and not to contact unscrupulous intermediaries. However, according to Egor Svetlov from Rosgosstrakh, it is worth paying attention to working out the mechanism for challenging the fine so that it is simple and effective.
