Spare parts of the whole: CTP payment without depreciation may be introduced as early as 2025.

Russians will be able to receive payments for CTP repairs without taking into account car wear and tear — the innovation may start working in the second half of 2025, Anatoly Aksakov, head of the State Duma Committee on the financial market, told Izvestia. According to him, the Ministry of Finance, the Central Bank and the insurance market support this measure. Currently, car owners often do not have enough cash compensation for self-repair, because wear and tear consumes up to half the amount. At the same time, the fleet of personal cars in the Russian Federation is now being updated more slowly than before. The innovation will allow you to contact insurers for an additional payment if the first one was not enough. How can I get an additional CTP payment?
An additional payment for CTP repairs is proposed to be introduced in Russia — the total amount will not take into account car wear. The innovation can work as early as the second half of 2025, Anatoly Aksakov, head of the State Duma Committee on the financial market, told Izvestia. However, the bill has not yet passed the first reading. However, according to the deputy, the Ministry of Finance, the Central Bank and the insurance market support this measure.
It is assumed that both forms of compensation will remain in the law, which are still in force, Izvestia wrote earlier. First, the insurer will be able to send the car for repair to the service station with which it has a contract, and independently organize the restoration of the car. Secondly, the company can pay monetary compensation to the victim. This amount will take into account the wear and tear of the car, as it still applies now: that is, the older the car, the less money the customer will receive. The maximum percentage of wear is 50%. This is the scheme that is currently used in most cases.
At the same time, in the new version, Russians will also have the right to apply for an additional payment if the first one was not enough for repairs. The victim will be able to go to any car repair shop of his choice, and then send the insurer a confirmation that the restoration of the car cost more than the amount he initially received. You will need to send the payment documents and show the repaired car.
According to the new scheme, the victim will actually be able to receive an additional payment for wear, the amount of which is deducted from the initial compensation, and for hidden damages if any are found during the repair process, the Russian Union of Motor Insurers (RSA) explained.
At the same time, the person will retain the right to receive payment under the contract in cash and not to make repairs if the damage is insignificant. But in this case, there will be no additional payment under the new scheme.
The purpose of this initiative is to improve the procedure for paying compensation for CTP, and the Ministry of Finance welcomes it, the ministry's press service told Izvestia. At the same time, it is necessary to maintain a balance of all stakeholders and assess how the measure will affect the availability of compulsory motor insurance and the price of the policy, they added. Izvestia also sent a request to the Central Bank, how they assess the initiative.
How to get more money on CTP
The proposed innovation is relevant for people, because this way they will be able to repair cars, Anatoly Aksakov emphasized. There are problems with this now. The share of in-kind compensation, when the insurer independently directs the client's car to the station with which he has a contract, is no more than 5-6%, the RSA noted.
The fact is that service stations now often refuse to carry out CTP repairs. One of the main reasons is the strict requirements for car insurance restoration. It must be completed in 30 days.
However, due to external circumstances — the departure of many manufacturers of foreign cars and the complex logistics of delivering spare parts — in some cases this is really impossible, added Alexey Artamonov, director of the Department for Interaction with government Authorities at AlfaStrakhovanie. According to him, it is unfair to completely shift the consequences of these problems onto the client.
However, service stations do not obey insurers, they have the right not to conclude contracts with companies and there are no sanctions for them for this, Ingosstrakh added. In such a situation, there is objectively no way to send the victim for repairs.
In 95% of cases, customers are now compensated in cash. However, the main problem is that this amount is often not enough for car owners to repair themselves, said Irina Frank, CEO of Frank Auto. According to her, wear and tear can eat up to half of the compensation if the car is older than 5-7 years. As a result, a person is forced to pay extra to the service out of their own pocket. The new mechanism will fix this problem, the expert believes.
After making changes to the law, the situation of car owners who want to repair their cars after an accident will improve, Ingosstrakh is confident. They explained that people will be able to carry out repairs on their own (they will have nine months to do this after receiving the payment), and then request an additional payment from the insurance company.
Most likely, there will be a significant increase in payments, especially for car owners over the age of five, Irina Frank believes. According to her, compensation for such machines may increase by 30-40%. The innovation will significantly increase the efficiency of CTP from the point of view of the car owner, the expert is sure.
Now the car fleet in Russia is being updated more slowly than before. Because of this, the average age of vehicles will only grow, so over time, the volume of applications for additional payments will only increase, the RSA added.
Will the CTP price rise
According to the new scheme, the customer will be able to choose the service station where he wants to repair the car, added Ivan Popov, Director of the Department of Motor Vehicle Damage Settlement at IC MAKS. In his opinion, this will only lead to an improvement in the quality of services.
For many, it is faster and more convenient to carry out repairs on their own, for example, at a station where cars are constantly serviced and which is conveniently located, said Igor Ivanov, Vice president of RESO-Garantia.
The service is more likely to agree to restore the car when the client himself applies. Indeed, in this case, there are no restrictions that would need to be observed when carrying out repairs in the direction of the insurer (first of all, strict time requirements), added Alexey Yanin, Managing Director for ratings of insurance and investment companies at Expert RA.
The RSA expects an increase in the number of CTP repairs due to the introduction of the victim's right to receive an additional payment for wear and tear. The share of car repairs in the total amount may be 20-25%.
"We hope that the bill will be adopted as soon as possible, and we see a determined attitude on the part of all key departments," the VSK Insurance House said.
They added that the innovation will reduce the degree of tension between the insurer and the victim and increase confidence in the market as a whole.
According to Ivan Popov from MAKS, the issue is likely to be resolved only by the end of the year. The only risk that needs to be provided for in the law in order to avoid fraud on the part of customers is the possible paperwork at the station for little money without carrying out actual repairs, he believes. After that, the client may try to apply for an additional payment.
In general, the innovation is aimed at increasing CTP payments. However, this may lead to an increase in the average price of the policy by about 7%, Yugoria warned. The company clarified that they will try not to raise fares for bona fide drivers, but for some customers the price may rise significantly.
