The rules for calculating the cost of the CTP policy for motorcycles, mopeds and ATVs will change significantly in the near future. The tariff for avtograzhdanka for these types of transport will expand in both directions by 20%, new gradations are being introduced by the power factor, as well as the age and length of service of motorcyclists. Izvestia found out for whom and how much the cost of CTP will increase.

Taking into account the accident rate

Since April 17, the rules for calculating the cost of CTP for owners of motor vehicles have been changed. This was reported by the Russian Union of Motor Insurers (RSA). In particular, power coefficients are changing, a new gradation of coefficients is being introduced depending on the age and length of service of the motorcyclist, and the boundaries of the price range are expanding by 20%, within which insurance companies can set a basic tariff for avtograzhdank for motorcycles.

"The main reason for the innovation was the increased accident rate — over the past few years, the amount of damage caused by motorcycle accidents has increased by 32%," the press service of the RSA reported.

The RSA noted that the Central Bank regularly adjusts base rates and specific coefficients based on the analysis of CTP statistics. This is done for a more accurate correlation between the insured risk and how much such a risk is "worth," the RSA emphasized.

What will change for motorcyclists

One of the main changes is related to the introduction of a new gradation of power factors, which will determine the total cost of insurance. Currently, the same values apply for motorcycles as for passenger cars. So, for models with an engine with a power of up to 50 hp, the coefficient is 0.6; if the engine produces 50-70 hp, the coefficient is 1; with a power of 70-100 hp, it is 1.1. If the engine power is 100-120 "horses", the coefficient is 1.2, and if the power of a car or motorcycle is 120-150 hp— 1.4. For models more powerful than 150 hp, a coefficient of 1.6 should be applied.

Starting from April 17, separate indicators will be introduced for motorcycles, mopeds and ATVs. For models with a motor with a power of up to 50 hp, the coefficient will be 1, and with a power of 50 — 60 hp, it will be 1.11. If the engine power leaves 60-70 hp, the value of 1.22 will be applied, and if the engine produces 70-80 "horses", it will be 1.36. For motorcycles with a capacity of 80-90 hp, the coefficient will be 1.5, for more powerful models it will be 1.66.

In addition, separate age-length coefficients are introduced for motorcyclists, which differ from the coefficients for drivers of other modes of transport. For example, for drivers aged 16 to 21, the coefficient for bikers and motorists with zero experience is the same — 2.27, but for motorcyclists with up to one year of experience, it is higher — 2.23 versus 1.92 for motorists. With an experience of up to two years, it is 2.02 for motorcyclists versus 1.84 for other drivers. And only with five to six years of experience, motorcyclists have an advantage by a factor of 1.5 versus 1.62. From the age of 35, the "motorcycle" coefficients become lower than those of drivers of other vehicles. In the "35-39 years old" age group, a driver with zero experience has a coefficient of 1.51 (versus 1.54 for the rest). And motorcyclists over the age of 59 have only 1.15 (versus 1.43).

How will CTP become more expensive?

According to motorcycle expert Roman Sitnikov, taking into account the new coefficients, as well as the expansion of the tariff corridor, the cost of insurance will increase most noticeably for young bikers with little driving experience and powerful motorcycles.

"According to my calculations, CTP will become 2-2.5 times more expensive for them," he told Izvestia. He also believes that the introduction of new rules for determining the cost of an auto insurance policy for motorcyclists will increase the number of bikers who ride without insurance. At the same time, Roman Sitnikov believes that with an increase in the cost of the policy, it will become easier to purchase CTP on a bike.

— Now insurers are trying by hook or by crook to avoid taking out a motorcycle policy. The conception can be done only in the office of the insurance company and only with the purchase of some additional insurance. Perhaps, after the increase in the cost of CTP for motorcycles, this situation will change for the better," he hopes.

Ivan Vladimirov, the editor-in-chief of Moto magazine, holds a different point of view. He notes that, taking into account the trend of recent years, the share of powerful motorcycles in the market is decreasing and more and more often buyers choose models with a motor power of 50-70 horsepower. According to him, this is due to the termination of official deliveries of motorcycles of European and Japanese brands, which were most often represented by powerful models. Thus, the "power" coefficients will not have a significant impact on the average cost of insurance, he believes.

— For my motorcycle with a capacity of 110 hp, the annual insurance cost about 1.8 thousand rubles. Well, it will rise in price to 2-2.5 thousand rubles. It will still cost significantly less than a car insurance policy. I don't think these changes will lead to a massive refusal by motorcyclists to buy insurance," he told Izvestia.

The increase in the cost of spare parts for both motorcycles and the cars they crash into could well lead to a 32% increase in damage from road accidents caused by bikers, which insurers claim, Ivan Vladimirov believes. Therefore, he considers it reasonable to revise the rules for calculating the cost of CTP for motorcycles.
