Kovalchuk named the key factors influencing the Russian economy
The conclusion of the Chief Auditor of Russia on the federal budget performance report for 2025 was presented to the senators on October 14. Speaking at the Federation Council, Chairman of the Accounts Chamber Boris Kovalchuk said that the inspections of his department revealed violations and deficiencies totaling 580 billion rubles.
By the end of 2025, Russia's gross domestic product increased by 1% and amounted to more than 214 trillion rubles. Annual inflation has decreased significantly, and the volume of total incomes has exceeded the expected values.
"The main internal factors affecting the economy were tight monetary policy - the key interest rate averaged 19.2% for the year under review, inflation, which dropped significantly to 5.59% by the end of the year, and continued restrictions on the labor market," Boris Kovalchuk said.
Another topic of the meeting was issues relevant to higher education. Federation Council Speaker Valentina Matvienko proposed suspending the issuance of licenses to private universities in order to restore order in this area.
According to her, Russia does not need institutions and universities that imitate educational activities, and there are such institutions now.
Alexey Zabotkin, Deputy Chairman of the Central Bank of Russia, said at a meeting of the State Duma Committee on Budget and Taxes on October 12 that a significant reduction in the structural primary deficit of the federal budget in 2027 would be one of the important conditions for further lowering the key interest rate. The deputy chairman of the Central Bank called the budget one of the significant sources of demand in the Russian economy. According to him, the regulator and the government worked closely together to determine the budget parameters for the current year and the planning period for the next three years.
