They will block it without bureaucracy
On September 1, 2026, Government Decree No. 678 of June 2, 2026 entered into force, introducing a number of changes to the inspection procedure. First of all, it tightens control over the issuance of diagnostic cards.
Now the operator of the technical inspection system (EAISTO, this activity is carried out by the Ministry of Internal Affairs) has the right to suspend the access of the maintenance operator to the system before the professional association of insurers cancels its accreditation certificate.
Access will be blocked if two or more cases of issuing a diagnostic card without an actual inspection are recorded during the year. The second reason is the liquidation of a legal entity or sole proprietor engaged in technical inspection.
The maintenance operator receives a letter about the suspension of access by e-mail or through the official website and can appeal the blocking in a pre-trial order or go to court. If the complaint is satisfied, access to the EAISTO must be restored within one working day.
— Previously, it was a long bureaucratic procedure — it was necessary to report violations to the RSA, which made the decision. Then access to the database was blocked, and that's it, you can't work," explained Igor Morzharetto, partner at Autostat.
There is no need to re-pass the inspection
In addition, the decree expanded the mechanisms for canceling illegally issued diagnostic cards based on inspections conducted by the prosecutor's office and court decisions.
Cancellation of diagnostic cards received without a real technical inspection will be carried out automatically, the Russian Union of Motor Insurers (RSA) clarified.
— If, when the traffic police department detects violations by the operator of the technical inspection, the vehicle owner has not received a notification of the cancellation of the diagnostic card, then he does not need to undergo a technical inspection again, — explained Nikolay Uzkov, head of the department for the organization of technical inspection and accreditation of the RSA.
Fair competition
The changes that have entered into force will protect the right of technical inspection operators who comply with the law to fair competition, as well as the rights of vehicle owners to conduct technical inspections in accordance with the established procedure, the Telegram channel of the Russian State Traffic Inspectorate notes.
The RSA noted that the decisions taken by the Ministry of Internal Affairs of Russia within the framework of state control will make it possible to stop the activities of unscrupulous operators as quickly as possible, which will make their activities financially unprofitable. The RSA retains the functions of their accreditation and control.
— RSA, of course, conducts some checks on operators, but this is handled by a small department of several dozen people, - said Igor Morzharetto.
The union informed Izvestia that as of September 1, 2026, 3,580 maintenance operators with 3,920 technical inspection points and 283 mobile diagnostic lines had been accredited.
In the first half of 2026, 321 certificates were cancelled based on the results of the RSA control measures. According to the results of the supervision of the Ministry of Internal Affairs of Russia, 80 certificates were canceled for violating the rules of technical inspection. For comparison, in the same period of 2025, 306 and 98 certificates were canceled, respectively.
Toll, discharge, and check for work in a taxi
The amendments to the legislation that have entered into force exclude ambiguous interpretations of certain standards in the field of inspection, clarify the rights and obligations of inspection operators, and establish the conditions for conducting maintenance using mobile diagnostic lines. The rules of bus inspection will be extended to off-road vehicles of category G. The changes will also help optimize the work of traffic police officers involved in the technical inspection of buses, operators and carriers, as well as ensure transparency of the technical inspection procedure, control over the activities of operators and police officers.
The vehicle owner must now pay for the operator's services and the state fee for entering information into the EAISTO (500 rubles) before the start of the technical inspection. At the same time, if the PTS or CTC is lost, you can present an extract from the state register of vehicles.

Nevertheless, he agrees with the need to monitor the technical condition of vehicles carrying dangerous goods and passengers.

In his opinion, the situation with the "drawing" of diagnostic maps can change dramatically if control over the operators is transferred from the RSA to the Russian Accreditation Agency.
Such a bill on the transfer of powers was introduced in the spring of 2023 by a group of senators led by Andrey Kutepov, head of the Federation Council Committee on Economic Policy. However, in February 2025, it was rejected by the State Duma.
