The Russian Union of Motor Insurers proposes to expand the functionality of the photo-video fixation complexes and use them to monitor the availability of diagnostic cards confirming the passage of the inspection. Experts ambiguously assess this initiative. Details can be found in the Izvestia article.

Add a CTP inspection

The Russian Union of Motor Insurers (RSA) proposes to monitor the availability of diagnostic cards confirming the passage of vehicle inspection, using photovideofixation complexes for traffic violations. Sergey Yefremov, Vice-President of the All-Russian Union of Insurers (VSS) and Director of Asset Protection of the Russian Insurance Association, made such an initiative at a visiting meeting of the State Duma Committee. This proposal was put forward against the background of a bill adopted the other day in the first reading on limiting the number of fines for the absence of a CTP policy issued during the day based on camera data.

— Currently, a project is being discussed to start recording the availability of CTP policies with traffic cameras. It would also be possible to add a photo record of the presence of diagnostic cards to confirm the passage of vehicle inspection," Interfax quoted Sergei Yefremov as saying.

According to him, a significant part of public and freight transport, as well as cars of legal entities, continue to be operated without valid diagnostic cards. They could be tracked through photofixation, said the Vice-president of the VSS.

First of all, we are talking about taxis, said Sergey Yefremov. In his opinion, the level of control over the condition of cars in taxi fleets and frequent carriers is noticeably different.

— Organized taxi fleets have everything clearly: they have a CTP policy, an OSGOP, and a technical inspection twice, everything is as it should be. And there is a second category, for some reason there is less control over them. When I get into a car that drives away from a taxi company, I am protected, the car is normal. When I sit down with a private trader, I have doubts. Let's establish control in this sense, so that a person has no doubts," said Evgeny Ufimtsev.

From a technical point of view, there are no obstacles to the implementation of the initiative proposed by insurers, according to the developers of the complexes of photo-video recording of traffic violations.

— Technically, this is quite possible: the camera normally recognizes the state registration number of the car and is able to compare the number with the necessary database. In addition, both the Web system and the Unified Automated Vehicle Inspection Information System (UAISTO) are under the jurisdiction of the Russian Interior Ministry," Alexandra Smirnova, director of the Software and Hardware Solutions Department at the Intelligent Transport Systems Scientific and Production Association, told Izvestia.

The accident rate is not affected

Since 2022, inspection has ceased to be mandatory for passenger cars and motorcycles that belong to individuals and are used by them for personal purposes. At the same time, trucks weighing more than 3.5 tons and buses (older than five years - every six months) are still required to pass it once a year. Taxi cars, as well as vehicles that are used to transport dangerous goods, are also required to visit the inspection points twice a year. In addition, a diagnostic card will be required for cars and motorcycles older than four years, in case of their sale and other registration actions.

Contrary to forecasts, there was no increase in accidents after the actual abolition of mandatory inspection for passenger cars owned by private individuals. Thus, according to the data of the Scientific Center for Road Safety of the Ministry of Internal Affairs of the Russian Federation, in the first nine months of this year, 3,436 accidents occurred in Russia, in which technical malfunctions of vehicles or conditions leading to a ban on their operation were recorded. This is 8.2% lower than in the same period last year.

Since the refusal of mandatory technical inspection for a significant number of vehicles has not led to an increase in accidents, the initiative proposed by insurers is redundant, says Maxim Kadakov, editor-in-chief of Za Rulem magazine.

— It would make sense if the accident rates due to faulty transport went up. In this case, it would be worthwhile to review the legislation in the field of mandatory technical inspection, and to introduce monitoring of the availability of diagnostic cards using cameras. However, statistics show that the number of such incidents has not only not increased, but has even been decreasing for several years. With this in mind, it makes no sense to additionally "hang" new violations on cameras. These complexes can be used much more efficiently," Maxim Kadakov told Izvestia.

Valery Soldunov, a member of the Civic Chamber of the Russian Federation and chairman of the All-Russian Society of Motorists, holds a different point of view. In his opinion, if the camera can prevent at least one accident due to a faulty car, it will already be a success.

— This proposal is aimed at improving road safety, and therefore deserves attention. However, the implementation of this initiative should not lead to the creation of an additional "feeder," he believes.

System load

Taking into account the expected introduction of fines for the absence of CTP policies based on data from traffic cameras, monitoring diagnostic cards with their help may also affect the performance of the entire system of photo-video recording of traffic violations, warns Anton Shaparin, vice President of the National Automobile Union.

— This is an additional huge amount of photo and video materials that the system will need to process. Significant technical difficulties are possible, including its overload," he believes.

Maxim Kadakov expresses similar concerns. He also believes that the expansion of the functions of cameras on the roads due to the upcoming inspection of insurance policies, and possibly technical inspection, will significantly increase the load on the system of automatic recording of traffic violations.
