The average CTP price for emergency drivers rose sharply in the second quarter of this year. What affects the CTP price?
The average cost of CTP in the whole country for April – June amounted to 7.4 thousand rubles, the Russian Union of Motor Insurers told Izvestia. Compared to the first quarter, it has hardly changed.
However, the price of the policy jumped sharply for emergency drivers — immediately by 10%, to 36.9 thousand rubles, the insurance marketplace calculated. bip.ru (an online service that helps to compare the cost of CTP for different companies). The cost of the CTP policy in Russia is calculated using a special formula. The Central Bank defines the boundaries of the tariff corridor — the base rate range, within which insurers set the price individually for each driver. Currently, for individual cars, it ranges from 1,399 to 8,665 rubles. To get the total cost of the policy, the rate is multiplied by a number of coefficients. The region of registration of the car (CT), engine power (KM), age and length of service of the driver (FAC), the number of persons allowed to drive (CO), as well as a bonus malus, which increases or decreases the price depending on the accident rate, are taken into account. The cost of insurance for a careful car owner can be several times lower than for an emergency one.
Rosgosstrakh confirmed a 10% increase in the price of the policy for emergency customers in three months. At the same time, for careful car owners, the cost has increased by only 3%, said Yuri Strekalov, director of the company's CTP portfolio development.
Emergency car owners are traditionally the first to feel fluctuations in CTP prices, because insurers rightly expect losses from such car owners, the RSA explained. It is drivers with a CBM range from 1.76 to 3.92 who most often become the culprits of accidents. And when the situation with unprofitability worsens for any reason, insurers significantly raise tariffs specifically for them. In turn, this allows you to keep prices down for careful customers.
For other categories, prices have indeed changed less. At the same time, novice drivers almost did not feel the price increase. For them, the price changed by less than 1% and averaged 20.2 thousand. This category includes car owners with a BMD of 1.17. Why has the price of insurance policies increased for emergency drivers

This affects the size of the average payout. Previously, it increased by about 10% from year to year, but in 2026, in the first six months alone, the average loss jumped by 9.7%, said Mikhail Mosesov, deputy director of the underwriting and reinsurance department at Absolut Insurance.

In Alfa Insurance, the average price for emergency drivers increased from 25,000 to 27,000, mainly due to the distribution of loss-making "red zones" by region, said the director of the company's compulsory insurance department.
In part, CTP is really becoming more expensive due to negative trends in a number of regions related to unfair practices, the RSA agreed. This includes cases of insurance fraud and the work of car lawyers.
Recently, judicial practice has developed, which is abused by individual lawyers to increase their own income, said Yuri Strekalov. Insurers were increasingly being awarded CTP compensation above the statutory limit of 400,000. This leads to an increase in the price of policies, Yuri Strekalov warned.
However, the Constitutional Court has already banned such penalties. This rule should soon be fixed in law. The draft amendments are currently being considered by the Ministry of Finance, the Central Bank and the insurance community. This year, the law banning payments in excess of 400 thousand rubles for CTP should already be adopted, the head of the RSA, Yevgeny Ufimtsev, said in an interview with Izvestia.
How much more can CTP rise in price this year?
A reduction in the cost of compulsory motor insurance is not expected in the market in the near future. This will be hindered, among other things, by the situation with auto parts. Against the background of rising gasoline prices, the delivery price increased by about 30%. This mainly affected large-sized parts: rear fenders, doors, non-removable metal elements. Large auto parts rose in price by 10-12% due to the fuel situation, Evgeny Ufimtsev told Izvestia.
However, logistical problems and rising prices for spare parts began before the difficulties with gasoline. Therefore, the general trend of price appreciation will continue regardless of the normalization of the situation in the fuel market, Yuri Strekalov believes.
In September of this year, the total increase in prices for spare parts in the RSA directory will be about 15% compared to September 2025, the Union of Motor Insurers estimated. One of the reasons is the change in the unified calculation methodology. According to forecasts, the average payout due to this will grow by about 10%, said Pavel Yakovlev from RESO-Garantia. This means that we should expect a comparable rise in the price of CTP, Yuri Strekalov summed up.
According to him, about 73% of emergency drivers already receive the maximum fare (compared to 64% in the first quarter of 2026). As more and more customers reach the ceiling set by the Central Bank, insurers will have fewer opportunities to raise prices specifically for them. Then, in order to compensate for the overall increase in payments, companies will begin to increase prices more actively for careful drivers.
There are levers to contain the cost of CTP. Igor Rastorguev is sure that the main one is to reduce the unprofitability of insurers, rather than directly limiting the price. According to him, the reform of in-kind compensation and stricter control of payment limits will also help. The development of competition is also important — the expanded tariff corridor allows careful drivers to find cheaper deals from different players. And comparing quotes before buying a policy is now especially justified due to the increased price spread between companies.
