Fixing the Prius: the authorities are ready to ban CTP repairs for more than 400 thousand rubles
The maximum cost of CTP repairs will be limited to 400 thousand rubles. The financial authorities do not object to this initiative — Izvestia has opinions on the bill. Cases have now spread where car lawyers seek compensation from insurers through the courts for more than this limit — the amount of payments can exceed it twice. As a result, the costs are included in the cost of CTP tariffs, which is why they increase in price. The initiative will consolidate this restriction in the law and stop unfair practices. When will the CTP repair period be increased?
The bill with the final prohibition of penalties above the limit of 400 thousand rubles for CTP does not raise objections from government agencies. This follows from the feedback from the Bank of Russia, the Ministry of Finance and the Ministry of Economic Development on the initiative (Izvestia has the documents), which were sent to the State Duma. The draft law is already being prepared for the second reading.
The document may not be adopted in time for the spring session of parliament, which will last until July 27, but there is a possibility that the changes will be approved before the end of the year, said Evgeny Ufimtsev, head of the Russian Union of Motor Insurers (RSA). If the law is passed this spring session, it will enter into force in 2026, so changes may affect the market very soon.
There are now widespread practices when insurers are sued for compensation above the legal threshold of 400,000 rubles, said Alexey Artamonov, Senior vice president of AlfaStrakhovanie. This is mainly done by car lawyers, who, after an accident, buy out the victim's right to claim compensation from the company, and the owner himself receives only small compensation.
As a rule, courts collect excess limits when the insurer has difficulties organizing repairs at a service station. According to the law, it takes 30 days to restore a car, but the delivery of spare parts in the current conditions often takes longer. Because of such situations, car lawyers are increasingly suing insurers for considerable sums, despite the established limit on CTP.
In recent years, court decisions with payments of over 1 million rubles have become more frequent in CTP, the RSA reported. According to data for 2023-2025, the proportion of such cases is growing. Such expenses are not included in the reserves of companies.
"It is important to ensure the right of the insurer to pay compensation only within the amount established by law, since exceeding the limit may cause an increase in the cost of CTP for all car owners,— the press service of the Central Bank clarified.
This problem required the intervention of the Constitutional Court of the Russian Federation, which at the end of May limited the unconditional right of car owners to repair at the expense of the CTP insurer for more than 400 thousand rubles, recalled Freedom Global analyst Vladimir Chernov. The bill should consolidate this position and stop abuses by lawyers.
Why insurers don't have time to fix cars in 30 days
As a result of the discussions, it was decided not to increase the repair period for CTP cars from 30 to 45 days, it follows from the text of the bill for the second reading. However, the market was in great need of this measure, as car service stations often simply do not have time to carry out work on time.
— After restructuring logistics chains and changing the structure of auto parts supplies, it is becoming increasingly difficult for service centers to meet the current 30-day deadline. In many cases, it objectively takes longer to wait for the necessary parts," explained Alexey Ivanov, owner of the Alliance Trucks commercial vehicle dealership network.
Difficulties with the supply of spare parts remain serious for all categories of cars, said Mikhail Alekseev, Head of the CTP Methodology Department at the VSK Insurance House. According to him, 45 days in most cases will be enough for repairs, but not always. The problem is often not related to the make of the car, but to the availability of a specific part.
Moreover, the situation can change unpredictably quickly, stressed Igor Ivanov, Vice President of Marketing, Advertising and PR at RESO-Garantia. Supplies of car components from unfriendly countries are particularly difficult, said Andrey Shikeryavy, Operating Director of the Zetta Insurance Loss Settlement and Service Center.
For cars of European, Japanese and Korean brands, difficulties arise due to deliveries through third countries, said Igor Liukin, Deputy General Director of Absolut Insurance. Chinese cars have another problem — the lack of uniform catalogues of parts. Due to errors in the selection of the necessary parts, you have to order them again, and this, in fact, doubles the repair time.
The problems are also visible in the dynamics of component prices, said Viktor Tolstoy, head of the analytics department of the Rosgosstrakh Customer care unit. For example, in June, body parts rose in price by about 5%. The main reasons are difficulties with cross—border payments and logistics, the rising cost of transportation, the lack of large stocks from Chinese manufacturers and the gradual exhaustion of remaining parts for brands that have left the Russian market.
At the same time, the possibility of extending the extension of the repair period not to all cars is being discussed, Ilya Smirnov, director of the Insurance market Department of the Bank of Russia, told Izvestia. For example, there is no shortage of spare parts for Russian cars.
Even extending the term to one and a half months solves the problem only partially, Igor Liukin agreed. According to him, a fairer option would be to start counting down the standard repair period not from the moment the car was transferred to the service station, but from the date of receipt of all necessary parts.
What the changes mean for ordinary car owners
For drivers of foreign cars, the repair time for CTP will remain longer — the changes will not affect the situation, said Freedom Global analyst Vladimir Chernov.
Even now, repairs often last more than 30 days. Insurers are not interested in delaying deadlines and facing lawsuits, but it is often simply impossible to carry out repairs on time without the necessary spare parts.
In fact, the bill removes responsibility for such delays from companies and leaves car owners with the fact that they will have their car repaired, but only within the limit of 400 thousand rubles, and it will no longer be possible to collect additional compensation from the insurer for exceeding the deadline.
At the same time, it is becoming increasingly difficult to fully cover expensive repairs only at the expense of CTP, emphasized Alexey Ivanov from Alliance Trucks.
Repairs more expensive than 400 thousand rubles are usually required after serious accidents with damage to the front of the car, security systems, expensive electronics and body parts, said Vladimir Chernov. Today, such a limit no longer always covers real costs, especially if new parts are used at market prices.
However, this problem cannot be called a massive one. According to the RSA, the average CTP payment for January – May 2026 was about 120.8 thousand rubles, and in May it was almost 129 thousand rubles. The typical loss is still well below the established limit, although expensive repairs are common.
In most cases, CTP still covers the cost of restoring the car, concluded Alexey Ivanov. But in serious accidents, the policy remains only a basic protection and is not initially intended to fully reimburse all costs.
If the practice in which car lawyers sue insurers for large sums for failure to complete repairs persists, CTP rates may indeed increase. The bill should reduce these risks and stabilize the market, but car owners will have to accept that repairs after an accident may take longer than the prescribed period.
