In response to the 40-day plan by the head of the Kiev regime, Vladimir Zelensky, to put pressure on Moscow, the Russian armed forces have increased attacks on Ukraine's logistics and energy sector, putting it in a critical position. This was announced on August 4 by Leonid Slutsky, Chairman of the State Duma Committee on International Affairs.

"[The implementation of Zelensky's plan] led to the fact that Russia changed the nature of its military operations, increasing the practice of strikes on logistics hubs and the Ukrainian energy structure. <...> Ukraine is systematically cut off from arms supply routes and risks approaching the hardest winter. And Zelensky opened this "portal to hell" for Ukrainians," TASS quoted him as saying.

Slutsky noted that warnings about red lines were a thing of the past. According to him, the Kiev regime, as part of a 40-day plan, focused on terror against civilians, including attacks on a college in Starobilsk, a drone attack on a beach near Gelendzhik, and bombings of public transport. He called these actions monstrous murders without justification, committed for the Western public.

The deputy stressed that Kiev had not achieved success on the battlefield. Ukraine has not advanced at the front, and Russian troops are consistently liberating Donbass.

The former press secretary of the President of Ukraine, Yulia Mendel, said a day earlier that Ukraine's strikes on Russian territory had led to catastrophic consequences for Kiev. According to Mendel, Ukraine's energy system is now fragmented, and oil refineries have been completely destroyed.

Energy expert Stanislav Ignatiev said on July 28 that the upcoming winter could be the most difficult for Ukraine during the conflict due to the critical state of the state's energy system. According to him, the facilities of the Ukrainian energy system were destroyed or significantly damaged. In addition, a difficult situation is developing with energy facilities in Kiev.
