Russia has conveyed to the EU its position on the peaceful use of cyberspace

On July 14, the Russian Permanent Mission to the European Union (EU) conveyed to the European Foreign Policy Service Moscow's position on the peaceful use of cyberspace. This was announced on July 14 in the press service of the permanent mission.

"The Russian Federation consistently advocates the peaceful use of cyberspace in full compliance with the generally recognized norms of international law enshrined in the Charter of the United Nations (UN) and the provisions of relevant resolutions of the UN General Assembly on international information security. <...> The Russian position was brought to the attention of the EU side during a meeting at the European Foreign Service on July 14, 2026", — says the publication on the website.

It is specified that Russia was one of the initiators of the development of the UN Convention on Combating Cybercrime and took an active part in its preparation.

The document was approved by the UN General Assembly in December 2024 and opened for signature in Hanoi in October 2025. Moscow also continues to participate in all relevant UN platforms aimed both at countering cybercrime and at shaping responsible behavior of states in the digital space.

Finnish Foreign Minister Elina Valtonen announced on July 13 that the ministry had summoned Russian Ambassador Pavel Kuznetsov in connection with the "alleged cyber campaign." She explained that Helsinki's actions were a direct reaction to Russia's alleged cyber activity and "abuse of cyberspace."
