The development of artificial intelligence looks less and less like another round of technological progress and more and more like the beginning of a new global race that is changing the balance of power in world politics, economics and security. The vast majority of countries are actively implementing neural networks in intelligence, cybersecurity and planning operations in armed conflicts. Now the predictions that artificial intelligence will be able to train its own "agents" and improve without human intervention are no longer science fiction and are turning into a new reality. How far technology can go and whether the world community will be able to control it is in the Izvestia article.

The machine in action

Jack Clark, co-founder of the American company Anthropic, recently made a prediction about the future of artificial intelligence (AI). According to him, with a probability of more than 60%, by the end of 2028, models will appear on the neural network market that will be able to independently set goals, conduct experiments and improve their own architecture. He is confident that in the next few years, humanity will see how AI for the first time trains its "successor" without outside help. Next, artificial intelligence will be improved independently, and developers will only have to passively observe the process.

— It is important to emphasize that the development of AI and its implementation in almost all spheres of human life is the reality in which we will live over the next 40-50 years. It is reasonable to assume that it is almost impossible to stop this progress today, but it is necessary to control it. At the same time, the dynamics of the use of AI by large global corporations largely shows that artificial intelligence is a very expensive technology, and its use within corporations is not always economically justified," Mikhail Khachaturian, Associate professor of the Department of Strategic and Innovative Development at the Financial University, said in a conversation with Izvestia.

Artificial intelligence is gradually becoming a part of modernity and therefore begins to require more and more maintenance costs. Back in April, at a round table of the Federation Council, Alexey Pushkov, head of the commission on Information policy and media Relations, said that in 2026, global spending on AI development and implementation would reach $2.6 trillion. This is, in particular, 44% more than in 2025.

It's scary to live

Artificial intelligence has ceased to be perceived as another technological innovation. Now it is a powerful tool capable of influencing the global geopolitical architecture. The machine can independently conduct combat operations, automate intelligence processes, identify seemingly invisible security vulnerabilities and, eventually, reduce the presence of an operator in this chain who is able to make key decisions in terms of humanitarian factors.

Today, China and the United States are the global giants in terms of technological development, investment, and the scale of AI adoption. For many years now, they have been fighting for world primacy. Among other countries, the UAE (64%), Singapore (60.9%), Norway (46.4%), the United Kingdom (38.9%) and most European countries were the leaders in implementing neural networks.

The US-China rivalry began back in 2017, when Beijing published a strategic plan for the development of a new generation of artificial intelligence. The document stated that by 2030, China should become a world leader in the field of basic research and application of neural networks.

The fight continues, and as the AI evolves, it only gets tougher. For example, after completing the development of the Mythos artificial intelligence model, the company Anthropic stated that the neural network was too dangerous for public use.: It is capable of carrying out cyber attacks and finding weaknesses in highly secure classified databases.

Recently, the AI model has demonstrated truly frightening abilities - it has managed to identify vulnerabilities in the banking system, "empty" customer accounts and close the same gap. For a while, the US authorities even banned the public distribution of the neural network, but later softened their decision. In response, the Chinese company 360 Security Technology has developed "domestic" products — analogues of Mythos: Tulongfeng (for automatic search for security vulnerabilities) and Yitianzhen (for cyber defense and rapid response to any intervention).

The war using artificial intelligence is unfolding not only in the field of information security, but also on the "real" front. Almost any modern armed confrontation is not complete without the use of neural networks. And, although this practice originated in the 1950s, today it is a completely different level of warfare.

First of all, artificial intelligence is used to process large amounts of intelligence information and plan operations. Its main advantage is the high speed of data analysis and decision—making, but this creates serious ethical and humanitarian risks: algorithms are not able to independently take into account the human factor and can act according to a given logic if the limitations were not laid down by the developers in advance. Almost all countries use these technologies, such as the United States or other NATO members, Ukraine, Iran, and so on," explained military expert Boris Jerelievsky.

Experts believe that the armed clashes between Iran and Israel began in the summer of 2025 due to an artificial intelligence error. The head of the International Atomic Energy Agency (IAEA), Rafael Grossi, shared the results of research by the American company Palantir Technologies and the Mosaic platform on the alleged enrichment of uranium in the Islamic Republic of Israel. Despite the fact that the data was made on the basis of AI algorithms, they were nevertheless included in the official reports of the IAEA and recognized by the UN as reliable. This could be one of the factors in deciding whether to start an armed conflict.

Artificial intelligence has also become a tool for shifting responsibility for war crimes. The case of the US strike on the girls' school in Minaba at the beginning of the US-Iranian war in 2026 is indicative. The Independent newspaper wrote that the educational institution could accidentally end up on the target list due to outdated intelligence. The algorithm could "think" that the building belongs to the military complex next door. But this assumption breaks down into facts: it is known that several weeks before the outbreak of the armed conflict, all relevant information was updated.

There is no need to wait for salvation

As artificial intelligence develops, the human factor in its management will decrease more and more. Today, neural networks can no longer be considered solely as a civilian tool for solving everyday tasks, they are increasingly becoming an element of military, intelligence and cyber operations. The use of AI in general significantly blurs the boundaries of what is allowed. Here we can recall, for example, how quickly any of the modern military campaigns generates a huge number of deepfakes — photos, videos, statements — aimed at discrediting the actions of one side or another of the conflict.

If the transition of artificial intelligence from partial operator control to full autonomy does occur, neural networks will finally change the world order. The warfront of the future will be filled with machines and robots that will destroy each other, special algorithms will be able to "get" any necessary information from databases and immediately decrypt it, and standard processes will become so automated that in a couple of years humanity will be able to completely abandon some routine tasks.
