The State Duma has approved a law on extending mortgage holidays for families with children

The State Duma has adopted a federal law aimed at providing additional support to families with children. The document was adopted immediately in the second and third readings at a meeting on June 23. Amendments are being made to the law "On Consumer Credit (Loan)" and will enter into force on September 1, 2026. For more information, see the Izvestia article.

What is known about the bill

The State Duma has passed a law that expands the possibilities for obtaining mortgage holidays for families with children. The initiative was introduced by the Government of the Russian Federation. According to the new regulations, upon the birth of a second or subsequent child, the borrower will be able to apply to the bank for a grace period at any time during the validity of the mortgage agreement.

At the same time, it will no longer be necessary to confirm a deterioration in the financial situation or a decrease in family income. The duration of the mortgage holidays will be up to 18 months from the date of the child's birth or from the date of adoption. During this time, the family will be able to temporarily reduce the financial burden on the housing loan. Previously, the right to defer mortgage payments was granted for up to 6 months and only if certain conditions were met.

Who will be able to get mortgage holidays

Parents whose families have a second or subsequent child will be able to take advantage of mortgage holidays under loan agreements. The maximum duration of the grace period is increased to 1.5 years. The law also applies to previously issued mortgage loans.

According to Chairman of the State Duma Vyacheslav Volodin, 24.5 million families live in Russia today, in which about 30 million children are raised, and more than 45% of families have two or more children. The adopted law will become an additional measure to support parents in case of difficulties with mortgage payments.

Other housing programs

In addition to mortgage holidays, the government is implementing several additional support measures designed to ease the housing issue. On June 17, Deputy Chairman of the State Duma Committee on Budget and Taxes from the Liberal Democratic Party Kaplan Panes said that the government had allocated over 10 billion rubles for housing certificates in 2026.

Military personnel, employees of the Ministry of Internal Affairs and the Ministry of Emergency Situations, internally displaced persons, Chernobyl victims, citizens moving from Baikonur, regions of the Far North and closed administrative-territorial formations have the right to them.

In addition, from January 1, 2026, the affordable rental housing program, which previously operated in the Far East, has been extended to the mainstay settlements of the Arctic zone. Apartments are rented there for about a third of the market value, the rest is subsidized from the budget. In the Far East, 3.4 billion rubles have been allocated for these purposes for 2026-2028.
