Since September 1, updated rules governing the acquisition, storage and use of materials for active influence on hydrometeorological processes will begin to operate in Russia. This became known from a government document on June 14.
These technologies are used by specialized structures to force avalanches, disperse clouds, artificially cause precipitation as part of extinguishing forest fires and eliminating drought, as well as to eliminate fog over highways and runways, as well as protect crops from hail. The regulations are aimed specifically at such specialized organizations, TASS reports.
The text notes that the adjustment of weather conditions is carried out in order to minimize potential damage to citizens and the economy of the Russian Federation. Only licensed companies are allowed to buy explosives and pyrotechnics for such work. Special equipment must be kept in working order, strictly following the instructions and eliminating the risk of damage or loss. The packaging must be protected from precipitation and sunlight. If defects are found in the body or packaging of a product containing pyrotechnic or explosive components, it should be immediately moved to an isolated room for separate storage until decommissioning and destruction.
The developers of the document separately point out the need to use these tools strictly for their intended purpose and in full compliance with the technical manuals. It is strictly forbidden to keep them in a ready-to-use state.
The new document replaces the 2020 regulations, which expire in 2026. The key requirements have not changed, but there have been point adjustments — in particular, the classification of active agents has been detailed. The approved procedure will remain relevant until September 1, 2032.
