Insurers expressed concern about the unprofitability of CTP
According to the results of January-April 2026, the level of CTP payments, including business expenses, exceeded 100% on average in Russia, reaching 104.3%. This was reported by the press service of the Russian Union of Motor Insurers (RSA) on June 4.
"This means that CTP becomes unprofitable, since insurers are forced to pay for losses in excess of the collected insurance premiums," the RSA said.
The total amount of payments, according to the union, reached 91.3 billion rubles in the first four months, including 85.5 billion rubles of payments from insurers, 5.2 billion rubles of court overheads and 581 million rubles of payments from the RS compensation fund. The amount of CTP premiums collected during this period amounted to 106.4 billion rubles. The number of contracts concluded reached 22 million, of which 8.1 million were for short-term policies, and the average premium for them for four months was 210 rubles.
The average CTP payment in January-April 2026 increased by 8.6% and reached 119.2 thousand rubles. Last year, the figure for the same period was 109.8 thousand rubles. The average premium for annual compulsory auto insurance policies increased slightly compared to the same period last year and reached 7,557 rubles. The average CTP payment for April 2026 was almost 122 thousand rubles, and the average premium for annual policies was 7378 rubles.
The share of the European protocol increased by 1.4 percentage points to 42.1%, and the frequency of insurance claims for CTP in January-April remained unchanged compared to the same period in 2025 — 5.1%. The number of contracts transferred to the reinsurance pool decreased by 1.9 percentage points and amounted to 8.1%.
Earlier, on May 7, it was reported that, as stated by Sergey Efremov, Vice-president of the All-Russian Union of Insurers (VSS), according to the results of the first quarter, CTP turned out to be unprofitable in 60 regions of Russia. In these regions, insurance payments exceed insurance fees, resulting in insurers incurring losses.
