Payment terms and conditions
The new annual payment was introduced by federal law and is intended for working citizens of the Russian Federation permanently residing in the country. Parents, adoptive parents, or guardians of two or more children under the age of 18 will be able to apply for it. If the child continues to study full-time, the age limit increases to 23 years.
The main financial criterion will be the average per capita income of a family. It should not exceed 1.5 times the minimum subsistence level per capita set in a particular region over the past year. An important condition is also the absence of alimony arrears from the applicant.
Property qualification and calculation of the amount
When assigning support, the family's property will be taken into account. It is allowed to own one house and one apartment of any size. If there are several real estate objects, limits are set: for apartments — no more than 24 square meters. m per person, for houses — up to 40 sq. m. m for a family member. A family can have one car, but families with many children and families with disabilities are allowed to own two vehicles.
The payment is a refund of 7% of the 13% of the personal income tax paid for the previous year. Ekaterina Rydchenko, a lawyer and benefits expert, explained to Izvestia how to independently calculate the amount of funds due.
"What is the easiest way to calculate the amount of a new family tax payment? We take our salary certificate for 2025, find the amount of tax paid in it, divide it by 13 and multiply it by seven," the expert explained.
Application procedure
Acceptance of applications for 2025 starts on June 1 and will last until October 1, 2026. It will be possible to apply for support through the Gosuslugi portal, in multifunctional centers (MFC) or in the client services of the Social Fund of Russia. The payment is made once a year and is due even to those parents who, at the time of filing the application, are no longer officially employed or are on parental leave if they worked during the reporting period.
This support measure does not depend on receiving other tax deductions, for example, for the purchase of housing or medical treatment. Ekaterina Rydchenko drew attention to an important detail when making payments to divorced parents.
"Every parent of two or more children will be able to receive the payment, even if the parents are divorced. However, in this case, conditional alimony will be taken into account in the family's income in the absence of a court decision or court order on alimony," the lawyer noted.
