On May 22, Nina Ostanina, head of the State Duma Committee on Family Protection, Fatherhood, Motherhood and Childhood, sent an appeal to the Collective Security Treaty Organization (CSTO) with a request to assess the strike of the Armed Forces of Ukraine (AFU) on a college in the Luhansk People's Republic (LNR), as well as to take appropriate measures.
"The Committee strongly condemns the actions of the Armed Forces of Ukraine and asks for a principled assessment of what happened, to take appropriate measures within the competence of the Collective Security Treaty Organization, as well as to advocate for the right of children and civilians to safety and life," RIA Novosti quoted the contents of the appeal.
Ostanina urged international organizations, whose mission is to maintain collective security and protect civilians, not to ignore cases of deliberate attacks on civilian infrastructure and educational institutions.
On May 22, the Ukrainian Armed Forces attacked the academic building and the dormitory of the Starobilsk College. At the time of the impact, 86 children aged 14 to 18 were there. As a result of the incident, six people were killed and 39 injured. In addition, 13 people are missing.
A criminal case was opened into the Ukrainian attack on the college facilities in accordance with Part 3 of Article 205 of the Criminal Code of the Russian Federation ("Terrorist act"). As a result of the incident, the five-storey dormitory building collapsed all the way to the second floor.
Later, Russian President Vladimir Putin called the attack on the college dormitory a terrorist attack. He also noted that the attack was not related to military infrastructure, as there is none in the area.
