At the highest levels: Putin and Xi will agree on the establishment of a multipolar world
China will welcome the President of Russia on May 19. Vladimir Putin's work program will begin only on the 20th and promises to be very eventful - from bilateral negotiations to an informal conversation over tea with Xi Jinping, from visiting a historical photo exhibition to meeting with an ordinary engineer. The delegations will sign over 40 documents, one of which will take no less than 47 pages. The parties will also approve the Declaration on the Establishment of a multipolar World. Experts have once again confirmed the high level of partnership between Moscow and Beijing — it cannot be compared with the contacts between China and the United States, whose delegation recently left the Chinese capital. Behind closed doors, Putin and Xi are likely to touch on the topic of energy resources in connection with the conflict in the Middle East, as well as the situation in Ukraine, whose leadership has again decided to escalate the situation.
What Putin plans to do in China
Beijing is waiting for high—ranking guests again - Vladimir Putin will arrive in China on May 19. The Russian president will stay in the Chinese capital for only a day and is due to leave the republic the next day. However, judging by the extremely busy agenda, it is possible that the official visit will "spread" to the 21st. Yuri Ushakov, an aide, traditionally told reporters about the Russian leader's plans in China in full detail.
The official welcoming ceremony of the Russian leader will take place in the main Tiananmen Square with the participation of an orchestra and an honor guard. In addition to full-fledged talks, Vladimir Putin and Xi Jinping will take part in the opening of the cross-years of education and inspect a photo exhibition.
Putin will also meet with Premier of the State Council of the People's Republic of China Li Qiang and another, not the most obvious interlocutor. Peng Pai, a Chinese man, is waiting to meet Vladimir Putin. As a child, back in 2000, he managed to take a picture with the president. Now a 36-year-old man works as an engineer, by the way, he graduated from Moscow University. According to him, this meeting inspired him to study Russian culture. The work program will end with another conversation with the President of the People's Republic of China, but in a more informal setting — over tea.
— We are preparing for it (tea party. — Ed.), because everything that needs to be discussed confidentially, behind closed doors, frankly, everything will be discussed there during this meeting over tea, after a gala dinner," added Yuri Ushakov.
Due to the tight schedule, it is still unclear whether Vladimir Putin will address reporters, as is usually the case after major international trips. It all depends on the length of that conversation over a cup of tea. And the leaders of the two world powers have something to discuss one-on-one, even though Putin has visited China more than 20 times, and not only the capital: he has been to Shanghai, Tianjin, Qingdao, Harbin. The last visit took place last September and became a record in terms of duration — it lasted for four days. And for a reason: the trip was built around the SCO summit and the celebration of the 80th anniversary of the Victory, and now the agenda of bilateral contacts is more compact, which inevitably affects the duration of the visit, explained Yang Cheng, professor at Shanghai University of International Studies.
— It is necessary to look more broadly than just at the schedule of events. Sino-Russian relations represent strong and stable ties between the two major powers that have stood the test of history. The high level of this partnership does not need to be confirmed by the length of the diplomatic visit," he told Izvestia.
What documents will Moscow and Beijing sign?
During last year's visit, during the four days of work, the delegation signed more than 20 documents, among them the most important memorandum on the construction of the Power of Siberia—2 gas pipeline, and agreed on a visa–free regime for Russian citizens. This official visit is no less promising: despite the tight deadlines, Russia and China will sign about 40 documents at both the governmental and commercial levels.
They relate to deepening cooperation in the industrial, trade, transport, construction, innovation, education and even cinematography fields, in the fields of nuclear energy, and interaction between news agencies. There will also be a discussion of the future prospects of the same "Power of Siberia – 2", which are growing before our eyes in connection with the conflict in the Middle East and the energy crisis.
One of the interesting documents is the Declaration on the Formation of a Multipolar World and a new Type of International Relations. Yuri Ushakov also noted the "Joint Statement on further strengthening comprehensive partnership and strategic cooperation, as well as on deepening relations of good neighborliness, friendship and cooperation." This is a truly ambitious 47-page policy document, where the parties will identify the main ways to develop the entire range of bilateral relations. The composition of the delegation fully demonstrates the fruitful work. Together with Vladimir Putin, all relevant deputy prime ministers, ministers, as well as heads of public and private companies will go to China. Almost three dozen Russian figures were included in the delegation.
— When we were planning this visit, I heard a remark from colleagues that we were leaving Mikhail Vladimirovich Mishustin alone in Moscow, and taking all his deputies to Beijing. But I can assure you that we will deliver them back safely," Yuri Ushakov joked.
Is there a connection between Trump and Putin's visits to China
Attention is focused on this visit from all sides, including because the delegation from Moscow will arrive in Beijing literally "following in the footsteps" of the American one. For the first time in almost 10 years, Donald Trump visited China. This is actually the first time that the republic has hosted the leaders of two powers in the same month outside of multilateral meetings. The American stayed in China from May 13 to May 15 and, of course, called his visit "extremely successful," although the lack of any noticeable results suggests otherwise. There is no doubt about the positive results of Vladimir Putin's visit.
The trip is timed to coincide with the 25th anniversary of the signing of the Treaty on Good-Neighborliness, Friendship and Cooperation, which is fundamental for interstate relations. And there is no link between the visits of the US president and the Russian leader to China, since the May date was agreed back in February, the Kremlin explained. As for the Americans, it's no secret that Trump's visit was planned for late March or early April, but it was postponed due to the Iranian conflict.
Such diplomacy by Beijing in the role of a "double master" is truly unprecedented, experts from both China and Russia admit. This clearly demonstrates China's key position in the rapidly changing geopolitical landscape and means that solutions to the world's most complex problems today are almost impossible to imagine without Beijing's constructive participation, Yang Chen believes. At the same time, the results of the meeting with Trump suggest that China looks more like a difficult diplomatic partner for the United States, it feels its strength due to strategic cooperation with Russia, said Tatiana Kosacheva, a political scientist and expert on Asian countries.
— China benefits from an alliance with Russia, partly because it needs resources. The economic partnership between our countries is growing stronger. It is possible that during the visit, the leaders of the two countries will discuss the expansion of energy supplies, which have been talked about so much lately. Partnership is also important for both countries from a military-strategic point of view. And here, probably, the issues of the conflict in Ukraine will also be discussed," the political scientist told Izvestia.
Meanwhile, Kiev did not miss the opportunity to inflame the atmosphere ahead of the important visit of the Russian president. Vladimir Zelensky said that during the night the Russian army fired more than 500 UAVs. According to him, drone strikes were recorded in Odessa, and a Russian drone hit a Chinese cargo ship in the port area. Later, there were reports that the cargo ship was not Chinese, but sailed under the flag of the Marshall Islands. And the attempt of the Ukrainian authorities to spoil the negotiating background looks too obvious.
