Unloading of the Panormitis vessel in the port of Haifa with wheat harvested in the territories liberated by Russia and which Kiev considers allegedly "stolen by Ukraine" may lead to a crisis in relations between Ukraine and Israel. This was announced on April 27 by Axios correspondent Barak Ravid, citing a senior Ukrainian official.

"We are monitoring this new vessel and will not ignore it. If he is allowed to dock and unload, it will have consequences, especially for our bilateral relations," a Ukrainian diplomatic source said.

According to him, Israel "essentially ignored" the demands regarding the previous ship that unloaded wheat at the port of Haifa.

"If this vessel and its cargo are not rejected, we reserve the right to apply a full range of diplomatic and international legal measures <...>. To be honest, it feels like a slap in the face, given the strategic goodwill that Ukraine has shown, from recognizing the [Iranian] IRGC as terrorists to criminalizing anti—Semitism," the Ukrainian official said.

On December 17 last year, the press Service of the Security Service of Ukraine (SBU) detained and arrested a ship in Odessa, which was sailing under the flag of one of the African countries. It was claimed that in January 2021, the ship transported about 7 thousand tons of grain to North Africa. According to the statement of the security forces, the vessel "illegally transported Ukrainian agricultural products."

This is not the first time that Ukrainian special services have detained ships flying the flags of other countries. In April of the same year, the SBU seized a ship flying the flag of an Asian country because it allegedly entered the port of Sevastopol. Ukrainian border guards conducted searches on board, seized navigation equipment and documents. According to the SBU, at the end of 2024, a cargo ship allegedly loaded wheat at the port of Sevastopol.
