The introduction of a technology fee may lead to higher prices for electronics and at the same time become a source of financing for the development of domestic technologies. Dmitry Khrabrov, General Director of the Russian Light federal distributor of electrical engineering and integrator, told Izvestia about this on April 22.

"The point of technology collection is to create a long-term source of financing for the development of domestic electronics and reduce dependence on imports. According to the estimates of the Ministry of Finance, in a few years we are talking about the amount of over 200 billion rubles, which should go to support Russian developments and productions," he said.

According to the expert, this opens up opportunities for companies with a high degree of localization to receive government support and strengthen their market positions: part of the costs can be offset by subsidies and industry funds. In the long run, this is a way to make the component base more stable and predictable.

At the same time, Khrabrov pointed out the possible costs for the business. The maximum collection rate can reach 5,000 rubles per unit, which is significantly higher than in the segment of smartphones and laptops. As a result, manufacturers and distributors will be forced to partially shift costs to end customers.

The expert estimated that, in general, electronics could rise in price by 3-6%, including the lighting segment. An additional risk remains the uncertainty of the mechanism: in the absence of clear rules, fees can be levied on both components and finished products, which will increase the burden on supply chains.

Khrabrov also noted the problem of competition with "gray" imports. Rising costs for legal market participants may increase the attractiveness of illegal shipments, especially against the background of the expansion of the Honest Mark labeling system.

For consumers, the introduction of the fee may mean not only higher prices, but also short-term excessive demand. Buyers may seek to purchase equipment before the new rules come into force, which will lead to a temporary shortage of individual models.

According to the expert, the technology fee will become a tool with a mixed effect: in the short term, it will increase the burden on the market, but with transparent rules it can contribute to the development of domestic electronics and reduce dependence on imports.

On April 21, the Ministry of Industry and Trade of Russia developed a procedure for paying a technology fee from electronics sellers. The relevant information follows from the decree of the Russian government, which was reviewed by Izvestia. Manufacturers and suppliers of laptops and smartphones will have to make the payment. For a laptop — 500 rubles, for a phone — 250 rubles. You will need to pay 100 rubles for a wired phone with a wireless handset, and 25 rubles for other mobile devices. The list of electronics is planned to be expanded.
