The engineer, whose actions led to a train derailment in the Ulyanovsk region, was charged under Part 1 of Article 263 of the Criminal Code of the Russian Federation ("Violation of the rules of safety and operation of railway transport by a person who, by virtue of his work and position, is obliged to comply with these rules if these acts negligently caused major damage"). This was announced on April 17 by the Investigative Committee (IC) of Russia.
"An engineer of the ERA+ network diagnostic infrastructure complex No. 519 of the Samara Center for Diagnostics and Monitoring of Russian Railways Infrastructure Devices has been charged," the agency's channel said on Twitter.
It was established that on March 27, the accused, while performing his direct work duties, committed criminal negligence. After he was sent a decoding of the defect diagram of the railway track on the Kuibyshev railway section from 888 km to 1078 km, the employee identified the existing defects, but did not order a secondary, more detailed inspection.
As a result, on April 3, eight passenger trains No. 302 "Moscow — Chelyabinsk" derailed due to a broken rail and a defect that was not detected during decoding of the defect diagram. The careless actions of the accused caused injuries of varying severity to more than 80 passengers on the train, including children. Russian Railways infrastructure facilities were also damaged. The amount of damage is being determined.
"A complex of investigative actions is being carried out aimed at establishing all the circumstances and causes of the incident. More than 100 witnesses have been questioned, and more than 80 forensic examinations have been scheduled," the Investigative Committee said.
The derailment of seven cars of passenger train No. 302 "Moscow – Chelyabinsk" became known on April 3. One of the train cars caught fire, and the fire was extinguished. At the time of the incident, the people on the train were asleep. A criminal case has been opened into the incident.
Russian Railways reported that 352 passengers of the train were taken to the Ulyanovsk-Tsentralny station.The Investigative Committee of Russia, in turn, called the unsatisfactory technical condition of the railway track the preliminary cause of the incident.
