State Duma deputies from the New People faction proposed extending or suspending the term of preferential payment of a fine for traffic violations for the period of its appeal. As RIA Novosti reported on April 15, an appeal describing the initiative was sent to the Minister of Internal Affairs of the Russian Federation Vladimir Kolokoltsev.

According to the initiative, if an appeal is filed within the time limit prescribed by law, the right to pay a fine with a discount should remain with the citizen until a decision is made on the complaint. At the same time, the remaining part of the grace period or a new reasonable period for payment begins to flow after receiving such a decision.

According to the authors, the adoption of the initiative will eliminate the situation in which a citizen is actually "punished with a ruble" for attempting to challenge a fine. As a result, the payment and dispute procedure will become more fair and understandable. This is important in the context of a large number of resolutions issued automatically, when the risk of errors and controversial situations objectively persists, the deputies said.

On January 1, 2025, amendments were made to the Administrative Code of the Russian Federation, according to which drivers can pay a fine for a number of traffic violations with a 25% discount. The discount rate has been reduced. The deadline for paying the fine with a discount has been increased from 20 to 30 days.

Earlier that day, it was reported that the State Duma at its plenary session on April 15 rejected a bill that proposed to exempt from administrative liability under Article 12.17 of the Administrative Code of the Russian Federation drivers of motorcycles, mopeds, and vehicles with the "Disabled" identification mark.
