The fine for transporting passengers, especially children, on sleds or tubing attached to a car may increase several times. And school buses are proposed to be exempt from toll charges. These initiatives to improve safety during transportation of children were discussed in the Civic Chamber of the Russian Federation. Details can be found in the Izvestia article.

In the risk zone

Road accidents are one of the main causes of death in children under 16 years of age. This was stated by its head, Chairman of the All-Russian Society of Motorists (VOA) Valery Soldunov during a meeting of the working group on improving the safety of transportation of children at the Ministry of Transport of the Russian Federation. Despite the measures aimed at reducing the number of car accidents involving children, their number is still quite high, he noted. Moreover, a significant part of the minors who died or were injured in an accident were passengers, the chairman of the SAI emphasized.

"This requires new approaches and additional measures to improve the safety of transportation of children as the most vulnerable categories of passengers,— said Valery Soldunov.

Last year, according to the Scientific Center for Road Safety (NCBDD) Ministry of Internal Affairs of the Russian Federation, 17.6 thousand deaths occurred in Russia. Accidents involving children (-2.1% compared to 2024), in which 551 children died (-2%) and 19.4 thousand were injured. Almost 60% of the dead were passengers, more than 35% of them were transported in a car without using restraints (systems) or seat belts.

"Despite the significant work among adults related to the need to use child restraints, a certain stratum of parents ignores their use when transporting a child," stated Police Lieutenant Colonel Anna Prokhorova, Deputy head of the NTSBDD of the Ministry of Internal Affairs of the Russian Federation.

Dangerous fun

Last snowy winter revealed another serious problem related to child safety on the roads — sledding, snowmobiling and tubing tied to a car, said Maxim Belugin, secretary of the working group of the Public Council of the Ministry of Transport of the Russian Federation, Deputy Chairman of the SAI. So, in February, a nine-year-old girl died in the Moscow region as a result of tubing, falling under the wheels of a tugboat.

— Despite the fact that such entertainment is deadly dangerous, the administrative responsibility for these acts is quite modest: according to Part 2 of Article 12.23 of the Administrative Code of the Russian Federation, they qualify as "transportation of people outside the cabin." A fine of 1,000 rubles is provided for this. It is obvious that the current sanctions for such violations do not correspond to the degree of their danger," Maxim Belugin is convinced.

He took the initiative at the legislative level to equate tobogganing and tubing tied to a car to transporting a child without a child restraint device. According to current legislation, an individual driver faces a fine of 5,000 rubles for this. According to the deputy chairman of the SAI, the risk of receiving a serious fine may force parents to abandon attempts to entertain the child in such an extremely dangerous way.

Any increase in fines should be approached as carefully and carefully as possible, says Igor Morzharetto, a member of the presidium of the Public Council under the Ministry of Internal Affairs of the Russian Federation. He agrees that riding on a sled or tubing tied to a car on public roads is extremely dangerous. However, if we are talking about organized attractions that are held on specially prepared sites in compliance with all precautions, such entertainment is quite acceptable, he believes.

— It is necessary to introduce an increased fine for this only if such "rides" take place on ordinary roads, where there is really a very high danger that an uncontrolled tubing will crash into some pole or into the "tugboat" itself. If this happens in a snow—covered field with soft snowdrifts, at a minimum speed, then, probably, there is no more harm from such entertainment than from trips on a banana boat or a jet ski, - Igor Morzharetto believes.

Benefits for school buses

Experts note that there are certain issues and difficulties with organized trips of children. Thus, the lack of free travel on toll roads for school buses significantly affects safety, said Marianna Kristallinskaya, chairman of the Odintsovo City District Public Chamber. It takes less time to travel along such roads, these routes have lighting, separation barriers, and there are no intersections, so driving along them is safer, she notes. However, the passage of school buses on them requires appropriate financing, which is currently not available in regional and municipal budgets.

— It makes sense to allow school buses carrying children to travel along passing highways without paying for travel, as is provided for some categories of vehicles. This will significantly increase the safety of such transportation," Marianna Kristallinskaya believes.

Since most of the school bus routes run in rural areas, it is impractical to introduce free travel on toll roads at the federal level, Igor Morzharetto believes. Where it is really necessary, such benefits are already in effect for them, he noted.

— I know for sure that school buses are exempt from tolls on some sections of the M4 Don highway in the Rostov region. There really is a need for this, because in this case it is the only most convenient and safe route for their movement. It doesn't make sense to introduce such a rule throughout the country on the principle of "let it be," said a member of the presidium of the public Council under the Ministry of Internal Affairs of the Russian Federation.
