The State Duma has rejected a bill on the right of bikers and the disabled to ride on special roads.

At the plenary session on April 15, the State Duma rejected a bill that proposed to exempt from administrative liability under Article 12.17 of the Administrative Code of the Russian Federation drivers of motorcycles, mopeds, and vehicles with the "Disabled" identification mark. This is reported on the website of the lower house of parliament.

The article establishes liability for failure to provide an advantage in movement to a fixed-route vehicle (TS), as well as a vehicle with a blue flashing light and a special sound signal turned on at the same time; vehicle movement in the lane for fixed-route vehicles or stopping in the specified lane in violation of traffic regulations; as well as failure to provide an advantage in movement to a vehicle with special signals.

The text of the explanatory note states that the changes are conceptually aimed only at granting motorcycles, mopeds and vehicles carrying disabled people and (or) children with disabilities the right to move along the allocated lanes, which will allow to unload the roads and make optimal use of the allocated lane for public transport.

However, as pointed out by the State Duma Committee on State Construction and Legislation, the projected changes do not meet the goals set out in the explanatory note. The fact is that the exemption of these vehicles from administrative responsibility will affect not only the use of allocated vehicles, but also the provision of advantages to vehicles with special signals.

Allotments are regulated in accordance with traffic regulations and the transport policy of the subjects of the Russian Federation and are created to ensure priority and uninterrupted movement of public passenger transport, as well as to increase its attractiveness in comparison with individual transport. The use of such lanes by special vehicles (fire and medical services, police and others) is legally fixed solely for their urgent and urgent tasks, the State Duma Committee noted.

Thus, the admission of motorcyclists and cars with the sign "Disabled" to the allocated areas contradicts the very idea of transport priority, laid down in the regulatory framework, and will not contribute to achieving the goal of reducing the burden on public transport, the committee said. The implementation of these changes may even create increased risks of accidents and increase accident rates "in conditions of joint movement along the lane of large buses, fixed-route vehicles with frequent stops and motorcycles with different acceleration and braking dynamics," the committee noted.

Earlier in the day, it was reported that Yaroslav Nilov, chairman of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, sent an appeal to Russian Deputy Prime Minister Vitaly Saveliev, in which he proposed allowing disabled people and drivers of cars carrying people with disabilities to drive in designated lanes designated for public transport.
