The State Duma rejected the bill on hooligan drivers

At the plenary session on April 15, the State Duma rejected a draft law proposing to supplement the Criminal Code of the Russian Federation with a clause defining the signs of a new crime against drivers related to hooliganism. This is reported on the website of the lower house of parliament.

The draft law provides for the addition of Part 1 of Article 213 of the Criminal Code of the Russian Federation with a clause on the commission of hooligan acts by the driver of one vehicle (vehicle) against a person driving another vehicle.

The authors of the document noted that an act of vandalism or aggressive behavior of drivers or other persons towards drivers can lead to massive traffic violations, accidents and human casualties. Thus, if in these cases hooliganism is classified as a criminal offense, then this should allow "not only to prevent crimes and eliminate threats to the life and health of citizens, but also to create a safer environment for all road users, as well as in house territories and parking lots," the explanatory note says.

The State Duma Committee on State Construction and Legislation has previously recommended rejecting this bill, explaining that it does not take into account the criminal liability already provided for in Article 267.1 of the Criminal Code of the Russian Federation for committing acts of hooliganism that threaten the safe operation of vehicles.

Earlier that day, it was reported that the State Duma proposed allowing people with disabilities and drivers of cars that transport people with disabilities to drive in dedicated lanes designed for public transport.
