The State Duma proposed to exempt disabled people from fines for driving along the highway.

The State Duma proposed allowing people with disabilities and drivers of cars that transport people with disabilities to drive in dedicated lanes designed for public transport. This was reported by the Parliamentary Newspaper on April 15.

The corresponding initiative was made by Yaroslav Nilov, Chairman of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, who sent an appeal to Deputy Prime Minister Vitaly Saveliev.

Nilov drew attention to the fact that prolonged stay in traffic jams negatively affects the psycho-emotional and physical condition of people with disabilities, as well as prevents their timely access to social and medical facilities.

In addition to exemption from fines for allocation, the deputy considers it necessary to give motorists transporting disabled people, information about whom is included in the Unified Centralized Digital Platform in the Social Sphere (ECCPS), the right to a short-term stop for their boarding and disembarkation. The parliamentarian pointed out that in large cities traffic cameras inevitably record fines for such actions.

In Moscow and St. Petersburg, the amount of the fine for driving in the designated lane is 4.5 thousand rubles, in the regions — 2.25 thousand rubles.

Nilov spoke about the development of a draft law that proposes to exempt from administrative liability motorcycle and moped drivers, as well as those who transport disabled people who drive in designated lanes, in September last year.

On January 21, the State Duma adopted in the first reading a draft law on granting regions the right to determine the list of vehicles that can move along designated lanes for public transport. We are talking about vehicles weighing over 5 tons and with a capacity of more than eight passengers.
