The streets of Makhachkala were flooded due to heavy rains that have not stopped for the second day. The relevant footage is published by Izvestia on March 28.

It is noted that the wheels of the cars are almost completely hidden under water, traffic on the streets of the city is difficult. The video also captures one of the residents of the city, who carried an acquaintance on his back through a flooded street.

The press service of the Russian Ministry of Emergency Situations in the Republic of Dagestan reported on Monday that about 20 private households in Makhachkala were flooded due to heavy rains.

As the head of the republic, Sergey Melikov, pointed out in his Telegram channel, the heavy rain and wind created a critical situation in many districts and cities of Dagestan. Operational services are working in an enhanced mode.

"Dagestan is facing a real challenge - heavy rain and squally winds have created a critical situation in many districts and cities. First of all, the elements are testing the capital. Flooding, massive power and water outages are being recorded, and public transport operations are complicated. <...> Operational checks have been carried out in all sensitive areas: electricity, water, and the road industry," the report says.

The head of Dagestan noted that the republic was preparing for the deterioration of the weather: utilities had been clearing storm sewers for three days to minimize the risks of flooding.

"The capital's services were put on high alert in advance, emergency crews were formed, and equipment was prepared. However, the actual weather pattern exceeded the most pessimistic forecasts. We may have to introduce a municipal-level emergency regime. We are closely monitoring the situation in other cities and districts of Dagestan. Operational services are currently working in an enhanced mode. Maximum resources have been devoted to eliminating the consequences of the disaster," Melikov wrote.

Alexander Ilyin, a forecaster at the Meteo forecasting center, said on March 25 that snow could fall in Moscow in late March and early April and a short–term snow cover could be established. He stressed that this would not create serious problems, but it could cause concern for motorists.
