The Russian government is developing a draft decree that could install strict filters to return the world's largest maritime carriers, which suspended operations in 2022, to the domestic market. This was reported by Kommersant on March 20, citing sources.
According to the publication, the document may introduce a number of new requirements for companies from unfriendly countries wishing to resume calls at Russian ports.
"According to the draft presidential decree, regular foreign trade container shipping with at least one Russian port of call on the route can be carried out by a person associated with an unfriendly country only if several conditions are met simultaneously," the source told Kommersant.
According to the draft, in order to operate legally in Russia, the operator must be registered in Russia, and the share of the final Russian beneficiary must exceed 50%. The vessels must be owned by the company, and insurance coverage must be provided exclusively by Russian insurers. At the same time, the carrier will be obliged, first of all, to accept goods under international sanctions for transportation.
In February 2025, Russian First Deputy Prime Minister Denis Manturov said that only those foreign companies that the Russian Federation considers necessary for itself will be allowed to enter the Russian market. At the same time, he noted that in the sectors most important for technological sovereignty, absolute priority is given to domestic companies and brands from the Eurasian Economic Union (EAEU).
