Floor needed: unskilled elevator companies will be banned from working in housing and communal services
Unscrupulous public utilities will be banned from working in the housing and communal services system. Such requirements were prepared by the Ministry of Construction, Izvestia found out. The reason will be the delay in elevator repairs. Currently, service organizations are required to fix problems within 24 hours and conduct four technical inspections per year, but these standards are often not met. The Ministry of Construction and deputies are confident that the new rules will improve the quality of elevator maintenance. Experts warn that this may lead to the withdrawal of small companies from the market and an increase in fees from tenants by large organizations, especially without an approved FAS methodology for calculating the cost of repairs.
Which organizations will not be allowed to repair elevators
The authorities plan to create a registry that will include only trusted firms that have proven their ability to service elevators in apartment buildings. The rest will be prohibited from working in this field. This is stated in the draft resolution of the Ministry of Construction, which may enter into force in September 2026.
— The appearance of new standards is caused by numerous complaints from citizens about poor—quality elevator maintenance, - Svetlana Razvorotneva, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, told Izvestia. — Repair organizations also complained that they were being pushed out of the market by strange LLC companies without experience and qualified specialists. They dump, but they can't do the job well.
Therefore, maintenance and repair of elevators often comes down to signing fake acts, and elevators in the MKD are failing at an accelerated pace, the deputy noted. According to her, allowing only reliable and trusted companies to work will make a difference in the industry.
To do this, the Ministry of Construction will create a register of specialized elevator organizations (SLO), which will not include firms with terminated contracts for non-performance of duties and from the list of unscrupulous contractors. Also, LLC companies that are in bankruptcy proceedings or have tax debts will not be included in the list, the draft resolution says.
According to Svetlana Razvorotneva, SLOs must have the necessary equipment, material and technical resources, as well as qualified personnel to perform their functions.
"The government should determine the specific requirements for these items later in another resolution," she says.
At the same time, the regulations for the repair of elevator facilities have already been approved. Service organizations should carry out four types of maintenance: monthly, quarterly, six-monthly and annual. The requirements specify dozens of service positions, such as checking safety components (catchers, speed limiters, traction rope loosening devices, etc.), monitoring the reliability of rope coupling and traction capacity of pulleys; lubrication of hinges and bearing assemblies, etc. At the same time, SLOs are required to replace failed parts within 24 hours, with the exception of large technical units. All this is difficult to provide without qualified personnel, Svetlana Razvorotneva believes.
— According to Rostechnadzor, over the past five years, more than 330 elevator-related accidents have occurred in Russia, and more than half of them resulted in serious injuries or death of people. In most cases, the reason is improper maintenance," Sergei Pakhomov, chairman of the State Duma Committee on Construction and Housing and Communal Services, told Izvestia.
Management companies, HOAs, housing and communal services and owners will be able to choose contractors from the list established by the authorities. A similar mechanism is already in place when selecting companies for major repairs, the deputy noted.
As the Ministry of Construction informed Izvestia, when organizations are included in the federal list of specialized elevator companies, the main criterion will be to confirm the availability of qualified personnel and a logistical base.
In addition, it is planned to approve the standard form of the contract for the provision of services and maintenance of elevators in the MCD. The Ministry of Construction has prepared a draft of the relevant order, the press service of the department noted.
Will the prices for elevator maintenance rise
Management companies could involve any contractors in elevator maintenance without checking their qualifications, which led to a decrease in safety and an increase in accidents, Yulia Bessmertnaya, director of the Academy of Elevator Industry Development and founder of the Elevator Summit expert platform, told Izvestia.
"Starting in September, only those who have passed a strict selection process will be able to service elevators," she said. — In addition, the methodology for calculating the cost of elevator maintenance will be approved — this is an important step for the industry. Now it is registered inside the tariff for the maintenance of the house, and starting in September, the amount of maintenance fees will be calculated in a new way.
According to the expert, the draft resolution of the Ministry of Construction divides the costs of maintaining the elevator and restoring worn-out equipment as part of the maintenance fee for the house. And the replacement of elevators is carried out from capital repairs. This will make the calculations clearer and more transparent, Yulia Bessmertnaya believes.
Stricter requirements for specialized elevator organizations may lead to the withdrawal of small companies from the market and provoke a wave of mergers and acquisitions, Kirill Chirkin, managing director of Glavmosstroyevets Housing and Communal Services, told Izvestia. According to him, this may also cause an increase in prices for the services of elevator companies.
To offset this, it is necessary to limit tariffs using the calculation methodology of the Ministry of Construction. Until it is approved, management companies can set the cost at their discretion — for example, increase it by 20% without improving the quality of services, the expert noted.
— So far, the draft resolution of the Ministry of Construction establishes that the fee for the maintenance and maintenance of elevators is formed by the Federal Antimonopoly Service, but the cost of ongoing repairs of elevators of the Criminal Code should be provided for in its tariff independently, — Svetlana Razvorotneva noted.
According to her, it would be correct to introduce estimates for all types of elevator repair work with the help of the Federal Antimonopoly Service — this would make the payment as transparent as possible for citizens. Moreover, the one-time cost of such repairs can be quite high, she believes.
