What will change in the lives of Russians from February 1
On February 1, a number of new laws and regulatory changes affecting key areas of daily life will come into force in Russia. They will affect the procedure for providing social benefits, the terms of preferential mortgages, as well as the relationship between buyers and sellers. Premiums for insurance pensions in February
Traditionally, all pensioners who turned 80 in January receive an indefinite allowance. Starting in February, they will be paid a fixed double payment of 19,169.38 rubles, taking into account the January indexation by 7.6%. Recalculation is carried out in an undeclared manner, it is not required to apply to the Social Fund.
A similar increase is provided for pensioners, who were assigned the first disability group in January of this year. In this case, the amount of the fixed payout is also doubled. The increase will amount to 9584.69 rubles, and the total amount of the payment will reach 19,169.38 rubles per month.
The insurance pension is formed from the number of pension points multiplied by the cost of one pension coefficient. This cost is reviewed annually. In 2025, it was 145.69 rubles, and since January 2026 it has increased to 156.76 rubles.
In addition to the insurance part, the state pays a fixed pension, the amount of which does not depend on the length of service. The base amount is also indexed annually, in 2025 it increased to 8,907.70 rubles, and in 2026 — to 9584.69 rubles.
Indexation of maternity capital and benefits
Starting from February 1, 2026, about 40 types of payments, allowances and compensations are planned to be indexed in Russia. Its size is calculated based on the actual consumer price index for the previous year. In 2026, the coefficient will be 1.056, which means an increase in most payments by 5.6%.
The maternity capital will be indexed separately — its size will increase by 6.8%. The payment for the first child will reach 737 thousand rubles, for the second and subsequent children — up to 963 thousand rubles. If the maternity capital has already been received for the first child, the amount of the subsidy for the second will be about 237 thousand rubles.
Starting from February 1, child allowances will also increase. The lump sum for the birth or adoption of a child will increase to 28,450 rubles. The minimum monthly allowance for children under 1.5 years of age will be 10,837 rubles, and the maximum amount will be 83,021 rubles. The one-time allowance for the pregnant wife of a conscript soldier will reach 45,054 rubles, and the monthly payment for a child of a conscript soldier under three years old will amount to 19,309 rubles.
In addition, unemployment benefits will increase by about 7%. Its maximum amount in the first three months of payment will be about 16 thousand rubles.
In February, the monthly cash payment (EDV) for federal beneficiaries will also be indexed. It is dedicated to the disabled and participants of the Great Patriotic War, veterans of military operations, parents and widows of deceased servicemen, citizens with special services to the state, as well as people with disabilities, including children with disabilities.
Updated family mortgage terms and conditions
Starting from February 1, 2026, a limit will be imposed on the number of loans that one family can apply for under the Family Mortgage program. The Ministry of Finance made this decision back in October 2025.
From now on, only one preferential mortgage loan at a rate of 6% will be available to one family. When applying for a loan, both spouses will act as co-borrowers under the agreement. Previously, each spouse could apply for a separate loan under this program.
In addition, the so-called donor mortgage will become impossible. This is a practice in which families with children over the age of seven (for whom the program is no longer available), as well as childless spouses, attracted families with a child under the age of seven as co-borrowers in order to qualify for a preferential loan.
Pilots and miners will receive a pension increase
In February, the monthly pension allowance for members of civil aviation flight crews and employees of the coal industry will be recalculated. This measure is provided for by Federal Law No. 155-FZ dated 11/27/2001.
Additional payments to pilots and miners are assigned in connection with the harmful, dangerous, difficult and stressful working conditions in which they carried out their professional activities.
The amount of the allowance is reviewed four times a year — on February 1, May 1, August 1 and November 1. At the same time, the amount of the additional payment is individual for each pensioner. It depends on the length of the special service, working conditions, as well as the amount of insurance premiums received for the previous quarter.
The assignment and recalculation of these payments is carried out automatically, without submitting applications, based on information about work experience and data from the registers of industry funds.
It will become easier for Russian Red Cross volunteers to help people.
On February 1, the norms of Federal Law No. 457-FZ dated 12/15/2025 come into force, which regulate issues of the legal status and interaction with state bodies of the Russian Red Cross public organization in Russia.
It is the legal successor of the Russian Red Cross Society, founded in 1867. The organization with more than 158 years of history is represented in all regions of the country. Its volunteers participate in emergency response, provide social assistance to the elderly, people with disabilities, and families in difficult situations.
According to the new law, the structure of the Russian Red Cross will include:
- regional offices to be established in the constituent entities of the Russian Federation;
- local branches formed in municipalities.
Organizations will also be allowed to create specialized structural units to carry out certain areas of activity. Any citizen of the Russian Federation, as well as a foreign citizen or a stateless person, can become a member of the Russian Red Cross.
The procedure for collecting fines from manufacturers will be clarified
On February 1, the provisions of Federal Law No. 500-FZ dated 12/28/2025 come into force, which specify the procedure for the court to collect fines from manufacturers for violating consumer rights.
Amendments are being made to Article 13 of the Law "On Consumer Rights Protection", which regulates the liability of the manufacturer, contractor, seller, authorized organization or individual entrepreneur, as well as the importer for non-compliance with consumer rights.
In particular, the law establishes cases when a fine is not recoverable. This is possible if the consumer's demand was not satisfied voluntarily due to the fault of the consumer himself. We are talking about situations when he evades actions provided for by law, or does not fulfill his obligations, thereby depriving the manufacturer of the opportunity to fulfill the stated requirements.
In addition, penalties will not be applied if the manufacturer, contractor, or seller has failed to fulfill its obligations due to a violation of the terms of delivery by the counterparty necessary to fulfill obligations to the consumer. The exception will be cases when the seller acted unscrupulously or unreasonably when choosing a counterparty.
Another reason for exemption from a fine will be the conclusion of a mediation agreement between the consumer and the manufacturer before going to court.
Expansion of mandatory labeling of rehabilitation products
Since February 1, the list of rehabilitation products subject to mandatory labeling has been expanded. It will include, in particular, special devices used to disrupt the functions of the excretory system.
Manufacturers of such products will be required to indicate in the labeling system information on the number of units of consumption in consumer packaging, which will increase the transparency of accounting and handling of these products.
Additional requirements will also affect companies that manufacture prosthetic and orthopedic products. They will be required to provide the labeling system with detailed information about the turnover of expensive components, including functional components of prosthetics.
SROs in the financial market sector will receive more powers
On February 6, the provisions of Federal Law No. 254-FZ dated 08.08.2024, which expand the powers of self-regulatory organizations (SROs) in the financial market that unite credit cooperatives, come into force.
According to the changes, such SROs will have the right to independently allocate funds from the compensation fund. At the same time, placement is allowed only if the established requirements are met — diversification, returnability, profitability and liquidity.
The compensation fund's funds can be placed exclusively in deposits and bank accounts with systemically important credit institutions, which is aimed at reducing risks and ensuring the safety of funds.
