According to government materials, by 2030, Russia plans to bring priority sectors of the economy and the system of public administration to a new level of digital development. We are talking about the formation of digital maturity, that is, a management model in which key decisions are made based on data analysis and use. Izvestia investigated which sectors of the economy are closest to digital maturity today, as well as what major technological, personnel and organizational barriers Russia may face.

System analysis

The assessment of the level of digital maturity is carried out every month and is based on an analysis of several areas, the Ministry of Finance told Izvestia. The calculation includes five segments of the social sphere, including medical services, school education, the higher education system and scientific activities, the development of physical education and sports, as well as issues of urban infrastructure and housing and communal services.

In addition, the monitoring covers eight economic areas: the manufacturing sector, the agricultural sector, the construction industry, the fuel and energy complex, transport, the financial services market, environmental protection and the use of natural resources, as well as the tourism industry. The public administration system is considered as a separate block in the assessment.

"An individual set of industry indicators has been defined to evaluate each industry. For example, in the fuel and energy sector, the level of use of robots in organizations is measured, and in public administration, the transfer of massive socially significant state and municipal services to electronic form is assessed," the ministry noted.

The results for 2025 show that significant progress has been made in the field of digital development in a number of areas, the Ministry of Finance said. The highest rates were recorded in the field of financial services, the medical industry, school education, physical education and sports, as well as in several other sectors.

"It should be noted that domestic IT solutions play an important role in assessing digital maturity. An end—to-end indicator in economic sectors is the share of Russian organizations in the industry that have switched to using Russian software in systems that support basic production and management processes, as well as the use of domestic digital services and platforms," the Ministry of Finance emphasized.

At the same time, technological independence is increasingly acting as a factor of economic growth, providing demand for highly qualified specialists and at the same time giving an impetus to the development of the scientific sphere and the education system.

A sectoral approach

The most noticeable gap between Russian developments and foreign products remains in the field of corporate management systems and industrial databases, Sergey Grishunin, managing director of the NRA rating service, told Izvestia.

"SAP ERP solutions do not yet have full—fledged domestic replacements, and existing import substitution products are inferior in capabilities to SAP and Oracle platforms," he stressed. — Meanwhile, it is precisely such systems that play a key role in the management of large production structures, therefore, the formation of competitive Russian solutions in this segment remains one of the priorities.

International experience shows that areas with a tough competitive environment and regular investments in IT are coming to a high level of digital development faster than others, Felix Gadzaov, director of the Digital School of Public Administration Center at the Higher School of Economics of the Presidential Academy, told Izvestia. These areas include financial markets, telecommunications, and platform business models.

"These conclusions are confirmed by the BCG index, which evaluates the degree of artificial intelligence adoption: by the end of 2025, software development, communications and fintech took the leading positions," he said.

In Russian conditions, similar functions of digitalization locomotives are performed by credit organizations, communications companies, online commerce and logistics services, he confirmed. In the field of public administration, the most notable results have been achieved in the creation and development of digital services for a wide range of citizens.

Achieving 100% digital maturity by 2030 is projected to be limited by three key factors. First, there is the quality and availability of data. A unified collection and exchange of information has not yet been established in many industries, and bottlenecks remain with unstructured or inaccessible data, which hinders analytics and innovation," he stressed.

Secondly, according to him, one of the key problems remains the shortage of specialists in the field of artificial intelligence and analysis of large amounts of data. Today, approximately 44% of organizations face a shortage of such personnel. The complexity is compounded by the fact that the transformation of industry business models generates demand for new skills, and closing this gap takes a significant amount of time.

"A separate challenge is the integration of digital platforms and ensuring cyber resilience," the expert noted. — Domestic IT solutions must meet high requirements for information security and comply with established operational standards. When scaling digital services, there are often difficulties related to software compatibility, unification of standards, and protection from cyber threats.

Felix Gadzaov believes that the transition to national IT platforms is seen as a way to strengthen technological independence and increase security. The launch of government programs and measures to support Russian developers are aimed at accelerating the development of the industry.

— The core of digital public administration is formed by "Public Services" and industry platforms in healthcare, education and urban economy. Cyber risks, regulation of AI and Big Data, as well as fragmentation of data between regions and departments remain key barriers," the senator is convinced.

In his opinion, a significant role is played by the development of domestic software and platforms, which reduces dependence on external constraints and is supported by the national project "Data Economics and Digital Transformation of the State", focused on increasing management efficiency and socio-economic impact.
