Starting from January 1, 2026, Russia will have a new targeted support tool for those who have returned from the front: demobilized participants in a special military operation will be able to sign a special type of social contract to open or develop their own business, as well as for training and advanced training. Such a contract will allow you to receive a one-time payment of up to 350 thousand rubles, which will become the foundation for building a sustainable source of income. What is a social contract?

Nikita Chaplin, a deputy of the State Duma from the United Russia faction, a member of the Budget and Taxes Committee, spoke in detail about the new initiative, which will enter into force on January 1, 2026. We are talking about a special type of social contract intended for demobilized participants in a special military operation.

"This step follows directly from the President's instructions and reflects our commitment to fully support the defenders of the Fatherland and their families. Issues related to the participants of the SVO are under separate priority control in the State Duma, and our task is to ensure that our soldiers do not need anything," the parliamentarian said. ​

The key feature of the new instrument is that it is a separate type of social contract, prescribed in a government decree and implemented through the social protection authorities at the place of residence of the demobilized. According to the Ministry of Labor, this format expands the possibilities of receiving state social assistance specifically for the participants of the free military who are returning to civilian life and are ready to make long-term plans.

An assessment of the average per capita income of the applicant's family is not required to formalize a social contract. This is a key change that makes it easier for those who have returned from service to access help. The right to conclude such a contract will be granted to demobilized members of the SVO who plan to engage in entrepreneurial activity, open or develop their own business.

"The simplification of the procedure is a direct response to the requests of the fighters themselves, who have repeatedly voiced similar proposals at various meetings. We are removing unnecessary bureaucratic barriers so that assistance is effective and timely," Nikita Chaplin explained.

Who will be able to sign the contract and for what purposes

The right to conclude a new type of social contract will be granted to demobilized members of the SVO who plan to:

— start your own business (self-employment, sole proprietorship, small production, farming, etc.);

— to develop an existing business registered with the veteran himself;

— complete training, retraining, or advanced training for subsequent employment or business activities.

The amount of a one-time payment under such a contract can reach 350 thousand rubles. These funds can be used to purchase equipment and tools, rent premises, purchase raw materials, create a website or an advertising campaign, as well as to pay for educational programs, courses and professional retraining necessary for the implementation of a business project.

"It is important that a person has a choice: to invest in a startup, a workshop, a farm, or in their own education and new professional skills. This is a flexible tool that will help realize the labor potential and create a sustainable source of income," the deputy said. ​

How to sign a new social contract

The registration of a social contract for demobilized members of the SVO will take place through the social protection authorities at the place of residence. The applicant will need to confirm the identity and status of the demobilized person — a specific list of documents will be written in by-laws, but it will usually include a passport, documents on service and demobilization, as well as a draft business plan or training program. ​

"We make the process not only accessible, but also convenient. Electronic document management will speed up the receipt of funds, and our field specialists are ready to provide all necessary consultations," Nikita Chaplin assured.

It will be possible to submit an application, sign the contract itself and the social adaptation program, as well as submit accounting documents in electronic form, including through regional portals or specialized services integrated with Gosuslugi. ​

Monitoring and reporting on the use of funds

According to the expert, the use of funds under the new type of social contract will not remain uncontrolled, however, the procedure itself has been adapted to the needs of the demobilized and is as "digitized" as possible. The recipient will be required to report on the intended use of the money — to provide contracts, receipts, certificates of completed work, documents on training and other evidence of the implementation of the individual program. ​

"Control is not a formality, but a guarantee of responsible attitude to budget funds and confidence that the assistance has achieved its goal. Simplification of reporting through electronic services will make this procedure fast and transparent for all parties," the parliamentarian explained.

If the conditions are violated or funds are misused, the contract may be terminated, but if the obligations are fulfilled in good faith, the social contract will become a pillar for the demobilized veteran for a long-term work and entrepreneurial path.
