Representatives of seven regions took advantage of the chance to receive funds on favorable terms from state microfinance organizations. The Russian Ministry of Economic Development is actively working to integrate participants in a special military operation into civilian life and the Russian economy, including business activities, the ministry told Izvestia. For this purpose, a working group has been created, which includes representatives of regional authorities, business support infrastructure, large companies and business communities. The main task is to create favorable conditions for their start or business development.
— It is important that the access of ITS participants to support measures increases. For example, the social contract program can be expanded on them, as well as the opportunity to obtain the status of a social entrepreneur," the Ministry of Energy noted.
To support veterans of their military education who want to start their own business, the SME Corporation is implementing the federal project "Your Business," Alexander Isaevich, the organization's CEO, recalled in an interview with Izvestia. More than 200 veterans of the special operation and their family members from 11 regions of Russia have already become its participants. During the program, they gained applied knowledge on the launch and development of their business, developed business plans, and were able to receive expert support from project mentors.
— Most of the time, veterans of their military education want to open a business in agriculture, tourism and catering. Next in popularity is the sphere of services, education and leisure. There are also projects for the production of natural cosmetics, the launch of sewing workshops, including workwear, as well as industrial production," he said. — To provide financial support to its participants who want to start their own business, the SME Corporation has launched a special program that provides access to debt financing at minimal cost from the entrepreneur.
To do this, he said, the program combines the capabilities of the Corporation and regional warranty organizations. The amount of such a joint guarantee can reach 90%. This makes it possible to share the risks for entrepreneurs and give them the opportunity to attract financing in the absence of their own collateral, and for banks to become more actively involved in the lending process for their participants.
As part of the new program, veterans of the Central Military District have access to guaranteed loans of up to 5 million rubles from state microfinance organizations and bank loans of up to 50 million rubles, Alexander Isaevich specified. The Corporation's commission for providing guarantees has been reduced from 0.75% to 0.5%, while the cost of a bank guarantee starts at 2.5%.
In the future, measures to support the business of its participants should be aimed at modernizing production and creating new products, Anna Fedyunina, associate professor at the Faculty of Economics at the National Research University Higher School of Economics, told Izvestia. It would be advisable to provide for accelerated tax depreciation for equipment used for the production of products for their own needs and, more broadly, dual-use products.
— Taking into account the successful experience of applying the measure during the pandemic, it would be possible to consider the introduction of deferred payment of taxes and insurance premiums for entrepreneurs who are temporarily called up or are delivering supplies to their zone. In the field of high technologies, it would be important to help attract venture capital investments for such SMEs for innovative developments in the field of dual—use technologies," she noted.

If we talk about the participants of the SVR, then first of all it is necessary to retrain in civilian professions or preferential admission to educational institutions in military accounting specialties, Yulia Kovalenko, associate professor of the basic Department of Financial Control, Analysis and Audit of the Main Control Department of the City of Moscow, Plekhanov Russian University of Economics, told Izvestia.
— Let's say a citizen was a medical instructor, then it is worthwhile to provide him with a place to study at a medical college or university. The next measure of support may be a preferential mortgage at a reduced rate. This tool will allow citizens to buy real estate after a special military operation and create families or improve the living conditions of their family, the expert believes.
An important support, in her opinion, will be the availability of discount systems in sports schools for the children of ITS participants. Currently, some sports sections are independently implementing this discount system, but a comprehensive solution is needed.
— Another initiative may be the complete removal of the transport tax for the participants of the SVO. Discounts are currently applied in some regions, in some there is no discount, again, it is necessary to equalize this benefit for all regions," Yulia Kovalenko noted.
The year 2025 has been declared the Year of Defender of the Fatherland in Russia, and the government is paying special attention to expanding measures to support families of military personnel participating in a special military operation, Pyotr Shcherbachenko, associate professor at the Financial University under the Government of the Russian Federation, told Izvestia. A wide package of support measures is provided for defenders of the Fatherland, which is constantly updated and updated.
— The families of the participants can benefit from various benefits. The families of the participants of the SVO are entitled to compensation of 50% of the cost of housing and communal services. There is also an exemption from paying the transport tax. This benefit applies to vehicles with a capacity of up to 150 hp and will be effective when calculating the transport tax in 2025.
— In addition, the senators have submitted bills to the State Duma that propose new support measures for the participants of their activities and their families. They want to grant the military the right to free travel to the place of the military medical commission and back," said Petr Shcherbachenko. — The children of the participants who have reached the age of 18 will be eligible for benefits and payments until September 1 if they have graduated from school but have not yet enrolled in college or university.
There are also benefits from socially responsible business, the expert noted. Thus, when buying real estate, developers offer special conditions for the families of their participants, including discounts on the purchase of real estate, which can reach 10-25%, or, for companies, the provision of repairs as a gift.
At the same time, at the suggestion of the Prosecutor General's Office in Russia, they are developing a single standard of support for the participants of their activities and their families. This is due to the struggle against formalism and bureaucracy when considering appeals from defenders of the Fatherland. In some regions, for example, they are sometimes denied combat payments and allowances, as well as social guarantees, including veteran status.
