Members of the SVO can receive new benefits when applying for a civil service. They are offered quotas of 3% among the total number of employees in state and municipal authorities. This was reported to Izvestia by the leader of the SRZP faction, Sergei Mironov. At the same time, United Russia and the Communist Party reacted to this idea with skepticism. Earlier, Russian President Vladimir Putin instructed the government to simplify military personnel's access to municipal service. What is the meaning of the new bill?
The State Duma is preparing new benefits for its participants when applying for employment in state and municipal authorities. The bill, which will be submitted to parliament, suggests allocating a quota of 3% for the military among the total number of employees in state and municipal authorities, Sergei Mironov, leader of the Just Russia – For Truth faction, told Izvestia.
— I would like to note that back in June 2023, we introduced amendments on quotas for the employment of CBR participants in government agencies, state organizations, and local governments. They offered to allocate a quota of 3% of the number of employees for them. Our bill was not supported then. In view of the president's instructions, we will introduce it again and insist on this norm," he said.
According to the latest data from Rosstat in June 2021, there were 3.3 million officials in Russia. Based on this figure and a quota of 3%, then about 100 thousand participants of the SVR could get into the authorities, taking into account the population of the new regions.
According to Mironov, the country needs effective, active, caring and honest managers. "A man who risks his life for the sake of his Homeland will never betray or sell it in the civil service," he is sure. Oleg Nilov, the first deputy head of the SRZP faction, recalled in a conversation with Izvestia that before joining the civil service, participants in the special operation would be able to receive high-quality higher education. For this purpose, Russian universities have a quota of 10% of the total number of budget places for military personnel and their family members.
On May 30, Vladimir Putin instructed the government and the executive bodies in the regions to create conditions for the admission of members of the SVO to the municipal service. The point is to mitigate the requirements for work experience and training area. The President also called on the regions to organize education, training and retraining for military personnel who want to enter the civil service by October 1.
In addition, on May 24, the Government approved a plan to increase the employment rate of ITS participants. In particular, it is planned to create a reserve of jobs for them in executive bodies, local governments, as well as in state and municipal institutions. According to the document, by April 15 of each year, the Ministry of Labor must report on how the plan is being implemented.
In mid-May 2025, a bill was also submitted to the State Duma, according to which it is proposed to set a quota of 2-4% for ITS participants in companies employing more than 35 people. This initiative does not concern state authorities, Yaroslav Nilov, Chairman of the Committee on Labor, Social Policy and Veterans' Affairs, said in an interview with Izvestia.
Why is the Duma not ready to support the bill?
United Russia noted that today, thanks to the Time of Heroes program and its regional counterparts, its participants are already given a good opportunity to prove themselves and get a job in state and municipal authorities. At the same time, it makes no sense to talk about quotas, because not everyone has the qualities necessary for public service, Elena Tsunaeva, first deputy chairman of the Committee on Labor, Social Policy and Veterans Affairs, told Izvestia.
— This is (admission to the civil service. — Izvestia) is a possibility, but not a guarantee. We are talking about work that must be done professionally and responsibly, that is, a person must be ready for this. It would probably be strange to give a quota just because a person is a member of the SVO, and to give him a place if he does not match his professional qualities," the deputy stressed.
At the same time, she added that if both education and competencies are suitable in all respects, then priority in employment will be given to the participant in the special operation.
The Communist Party of the Russian Federation stated that the party supports the president's policy of involving its veterans in the civil service, but it makes no sense to accept any military man who may not have an education.
— We vote for all laws that encourage the participants of their own, but in this situation, you can not translate everything into machine questions. You have to have education, skills, and so on. War, in principle, sharpens the sense of responsibility and strengthens people. But it breaks some people," Nikolai Kolomeitsev, first deputy chairman of the Committee on Labor, Social Policy and Veterans' Affairs, explained to Izvestia.
At the same time, the deputy noted that all participants in the special operation who want to get busy and get a decent job will get their chance. "Those who study, I think, will all find a use for themselves. We have a big shortage of personnel today," he added. By the way, as of May 1, 2025, 57% of the demobilized members of the SVO have already been able to get a full-time job, Deputy Chairman of the Government of the Russian Federation Tatyana Golikova said in early June.
The Liberal Democratic Party did not categorically deny the quota system, but advocated the creation of effective mechanisms that would bear fruit and help former servicemen find decent work.
— The main thing here is not just status, but that a person wants and is ready, so that all this is a really working mechanism. Therefore, of course, I am for the principle, for the approach, for creating conditions for employment, but against profanity and against regulation," Yaroslav Nilov said.
Thus, the State Duma fully supports the president's course on the formation of a new political elite from among the participants of the CIO, however, for the most part, they are skeptical about the quota mechanism proposed by the deputies. Therefore, the prospects for the adoption of a new bill are difficult to predict. Moreover, in 2023, the government has already given its critical comments on this issue. In particular, his review says that the quota system in government agencies violates the Constitution, which states that all citizens of the Russian Federation should have equal access to public service. Izvestia sent requests to the Supreme Court and the Ministry of Labor with a request to assess the need to introduce such quotas.
The state policy of creating a new elite of the country from among the veterans of the special operation was adopted at the end of February 2024. Then, in his message to the Federal Assembly, Vladimir Putin announced the launch of the personnel program "Time of Heroes." According to him, it is the veterans of the SVR who can be trusted with Russia in the future. "They should take leading positions in the education system, in public associations, and in the system of state and municipal government. To lead regions, enterprises, and the largest public projects," the president emphasized.
