Russia sees no signs that the United States intends to accept the proposal for a Strategic Offensive Arms Treaty (START Treaty). This was announced on November 13 by Mikhail Ulyanov, Russia's Permanent Representative to the International Organizations in Vienna, on the Rossiya 24 TV channel.
"But so far there are no signs that the Americans will do this," he said.
According to the diplomat, "nothing has been heard from the Americans, but time is running out before the expiration of the agreement." Ulyanov stressed that the restrictions imposed by the START Treaty restrain the nuclear arms race.
The chairman clarified that if the START Treaty limits were de facto lifted without a verbal agreement, there would be a risk of losing control of the situation.
Earlier in the day, Ulyanov also said that there are currently no signs that the United States is preparing for nuclear tests.
Russian Foreign Minister Sergei Lavrov also said on October 28 that there had been no talk of extending the START Treaty for a long time. He noted that the new treaty requires a fundamentally different situation in relations between Russia and the United States. According to the minister, "progress in these relations is evident." Kremlin spokesman Dmitry Peskov also said that Russia had not received any proposals from the United States on the START Treaty.
