About 923,000 self-employed Russians receive pension payments, including old-age, disability and survivor's pensions. This was announced on October 28 by Deputy Minister of Labor Andrei Pudov at a meeting of the Federation Council, which was broadcast on the Rutube channel of the upper house.

"Today, 923,000 people who have been awarded a pension work part—time and earn a living," Pudov stressed.

Of the 14 million registered self-employed, more than half combine such activities with employment. The Deputy Minister clarified that the self-employed can participate in the compulsory pension insurance system by paying voluntary contributions. If they do not have rights to an insurance pension, they can apply for a social pension, which is awarded to men from the age of 70 and to women from the age of 65. The social pension is paid only to non-working citizens at the expense of the federal budget.

Earlier, on October 28, Yulia Finogenova, Professor of the Department of State and Municipal Finance at Plekhanov Russian University of Economics, said the pension for non-working pensioners in 2026, after indexation, would amount to 27 thousand rubles. It is noted that the size of the social pension will also change. However, at the moment there is no information about the indexing coefficient.
