Pension indexation in November 2025: to whom and by how much will they increase

In November 2025, the Social Fund of Russia will conduct another recalculation of pensions, which will affect several categories of citizens. The increase in payments will affect pensioners over the age of 80, the disabled of group I and beyond. Pensioners over the age of 80 will receive a double fixed pension payment, and group I disabled people will receive a similar increase regardless of age. Alexey Govyrin, a member of the State Duma Committee on Small and Medium-sized Enterprises, told Izvestia about this.

According to him, first of all, elderly people who turned 80 in October will receive indexing. Their fixed pension payment is automatically doubled: from 8,907.70 to 17,815.40 rubles. If a pensioner is officially cared for, a monthly supplement of 1,314 rubles is added to his insurance pension, and 1,377 rubles are added to the state pension.

— A similar allowance is valid for the disabled of group I, regardless of age, if the disability is officially established. For those who live in the northern regions, the total amount increases taking into account the regional coefficients, reaching almost 20 thousand rubles per month," Govyrin shared.

Another category is pensioners who quit in October. Since November, they begin to receive a pension in full, taking into account all the indexations carried out during their work. Recalculation is also traditionally carried out for civil aviation flight crews and coal industry workers. These payments are reviewed quarterly — in February, May, August and November — depending on the accumulated insurance premiums and the duration of the special period.

— The average increase for these groups will be from one and a half to 3 thousand rubles. In addition, November payments are already coming taking into account the October indexation of military pensions by 7.6 percent, which increased their average amount to 40-45 thousand rubles," said Govyrin.
