Mandatory SIM cards for schoolchildren with free access to trusted educational resources will streamline children's online activities and guarantee the constitutional right to free education. Sergey Rybalchenko, Chairman of the Commission of the Public Chamber of Russia on demography, protection of family, children and traditional family values, told Izvestia on September 25.

He noted that the initiative does not involve collecting data on children's online activities — only the use of educational resources is subject to registration, similar to how it happened during distance learning during the pandemic.

"Data confidentiality will be ensured by telecom operators according to current standards, and access to information by law enforcement agencies is possible only in accordance with the procedure established by law," the official said.

Obtaining such a specialty will be free of charge.

An important aspect of the proposal, according to him, is the age identification of students. The school card will allow you to regulate access to content depending on the age of the child, including restricting registration on social networks for younger students. At the same time, the use of a SIM card remains voluntary - if the child does not have a device or does not plan to use educational programs, he will not need a card.

Rybalchenko stressed that the system is not aimed at encouraging online time, but at streamlining educational activity. Students will have free access to proven and useful materials, which will allow them to reorient from entertainment content to educational content.

The list of resources with free traffic should be clearly regulated and limited to programs that promote general education, including electronic libraries and educational literature.
