The Investigative Committee (IC) of Russia has opened criminal cases of terrorist attacks on the fact of attacks by the Armed Forces of Ukraine (AFU) on civilian objects in the Rostov and Belgorod regions. This was announced on August 14 by the official representative of the department Svetlana Petrenko.

"The Main Investigative Department of the Investigative Committee of Russia has opened criminal cases on terrorist acts (Part 2 of Article 205 of the Criminal Code of the Russian Federation) in connection with attacks by armed formations of Ukraine on civilian objects in the Rostov and Belgorod regions," Petrenko said in a statement.

As a result, 13 civilians were injured in Rostov-on-Don, who are receiving medical care, and several apartment buildings on Telman and Lermontovskaya streets were damaged.

Three people were injured in Belgorod: a man in serious condition with multiple shrapnel injuries, his wife and another victim with barotrauma and a leg wound — they were hospitalized.

Petrenko clarified that as part of the investigation, the militants of the Main Intelligence Directorate (GUR) of the Ministry of Defense of Ukraine, the Armed Forces of Ukraine and other Ukrainian formations who carried out the orders to commit these attacks, as well as the commanders who gave these orders, are being identified.

On the same day, the Commissioner for Human Rights in the Russian Federation, Tatiana Moskalkova, said after the attack on the Belgorod region that Ukraine continues to violate international humanitarian law by attacking the civilian population of Russia. The Ombudsman noted that the attack by drones of the Armed Forces of Ukraine looks particularly cynical against the background of the upcoming summit of the Russian Federation and the United States.
