Kartapolov spoke about the benefits of the draft law on year-round conscription

The draft law on conscription for military service submitted to the State Duma (State Duma) throughout the calendar year will make it possible to relieve the work of military enlistment offices, as well as simplify the procedure for the military personnel themselves to go through all the measures. This was announced on July 22 by the head of the State Duma's Defense Committee, Andrei Kartapolov, in an interview with RBC.

The parliamentarian stated that in the Russian Federation the conscription system has not changed for a long time, as a result of which it no longer meets the requirements of modern times. Kartapolov noted that now limiting conscription to two periods per year does not make sense, since each new cycle requires a significant number of bureaucratic procedures, orders, and documents that largely duplicate each other.

In this regard, the deputy and his first deputy in the committee, Andrei Krasov, proposed an initiative to create a new system in which the president issues a decree on conscription, after which the order of the Minister of Defense and all other necessary documents are prepared on this basis. Then, throughout the year, recruitment activities are carried out on the basis of these orders.

In addition, the new rules will be more convenient for the recruits themselves.

"No one is pulling them. They don't dread spring or summer. They come quietly throughout the year, all events are held with them, a medical commission, and professional selection. And they go on doing their own business," the parliamentarian said.

At the same time, the actual dispatch of conscripts to their place of service will take place as before, during the spring and autumn. This is due to the peculiarities of the Russian Armed Forces training system, where there are two periods — summer and winter.

"At the same time, we provide more opportunities for conscripts themselves to solve their tasks and issues, and streamline the work of military commissariats. They won't have this stormtrooper unit and an emergency every six months. They will work quietly for a year," Kartapolov added.

The introduction to the State Duma of a draft law on conscription for military service during the calendar year was reported earlier on this day. The document provides for the establishment of a procedure for conscription of citizens for military service from January 1 to December 31.

Krasov later explained that the measures related to conscription include citizens turning up at the military commissariat, undergoing a medical examination, professional psychological selection and participating in a meeting of the draft commission. In addition, conscripts must arrive at the military commissariat at a set time and place to be sent to their place of military service.
