
New order of conscription into the army: what changes the government supported

Russians who have been called up for compulsory military service but have not been sent to the Armed Forces will be able to be called up under the same decision within a year. The bill, which introduces new rules, was supported by the government. Other changes are also stipulated, in particular - the reduction of officials involved in conscription. The Russian Government supported the bill, according to which the main innovation will be the possibility of "pre-conscription" within one year: if a Russian was called up for compulsory service, but not sent to the troops immediately, he can be sent to serve during the next conscription campaigns within one year.
The bill also provides for possibilities to:
- create only one draft commission in cities of federal significance and in two or more municipal districts, municipal districts and urban districts;
- reduce the number of officials responsible for conscription. In particular, this applies to doctors who are involved in the medical examination of conscripts. It is assumed that this will reduce the need to provide doctors with special medical equipment and increase the level of organization of conscription.
The government's response to the draft law notes that its name "does not correspond to its content in terms of regulating the issues of organizing the conscription of citizens for military service".
Spring conscription of Russian citizens for military service 2025: what is known
Conscription of young men into the Russian Armed Forces is carried out twice a year: April 1 - July 15 (spring draft) and October 1 - December 31 (fall draft).
In the previous fall draft, there were also changes. In particular, a unified register of persons liable for military service was tested in three regions of Russia: in the Ryazan region, the Republic of Mari-El and Sakhalin. There, in addition to the usual paper summonses, electronic summonses were also sent.
In the spring draft of 2025, the use of such summonses is expected to be extended to more regions. The Ministry of Digitization also stated that this system would not be fully operational until 2025.
The law on the digitalization of military registration was signed by Russian President Vladimir Putin in April 2023, it provides for the creation of a single register of persons liable for military service, as well as the duplication of paper summonses with electronic ones. They are to be sent out via the "Gosuservices" portal.
Initial enrollment for military registration in Moscow
Earlier, on January 21, it was reported that in Moscow, young people who will turn 17 in 2025, will receive messages on the phone and notifications in a personal account on the website mos.ru about the initial placement on military registration. The notifications will be sent until March 31. The same messages will be sent to their parents. About it told the military commissar of the city of Moscow Maxim Loktev.

In addition, the certificate of a citizen subject to conscription for military service will also be sent to the personal cabinet of the user of mos.ru. Such a certificate can be presented when enrolling for training or employment. It is important to note that such notifications are the first stage. To assign a category of eligibility or to enter data on deferment from service it will be necessary to visit the military enlistment office.
