Unified register of subpoenas: why notifications are received
Recently, some users of Gosuslug have received notifications about the entry of their data into the unified register of military registration. In May 2025, the registry's website was fully operational. Earlier it was reported that in the near future, conscription will be carried out using the unified register of military registration and the publicly available register of summonses. The unified register of military service personnel in Russia, what kind of messages do they receive on Gosuslugi
Since November 2024, according to a government decree, the military registration register and the summons register have been operating in Russia. With the help of registers, the state will begin to register and remove citizens from military registration, as well as send summonses to military-liable citizens and citizens subject to conscription. It is proposed to enter the Register of summonses for military service personnel using an account on Public Services through the ESIA.
The notifications that some users of Gosuslug received in the summer of 2025 are not a summons to the military enlistment office, but only an information letter notifying the user that his data has already been transferred to electronic format and included in the register.
Two new online registers (the military registration register and the electronic summons register) began to be filled in on October 1, 2023 in a test mode, and they reached full capacity in 2025. Digital databases will allow sending summonses only to those who can and should serve, and those who are not subject to conscription will not be disturbed. In addition, employers can also inform the commissariats online about those liable for military service and update military registration information. Information for the registry is taken from various government resources and systems, including the Gosuslugi portal.
Thanks to the unified register of those liable for military service, they will be registered online at the military enlistment office. This is especially true for 16-17-year-olds of pre-conscription age, who must submit information about themselves from January 1 to March 31. When registering for military service remotely, you will not need to attach medical certificates, and you will still need to undergo a medical examination and psychological examination in person.
According to Federal Law No. 439 of August 4, 2023, from January 1, 2024, the draft age was increased from 27 to 30 years. The minimum age of conscription remained the same: 18 years. At the same time, those who turned 27 by the end of 2023 will no longer be called up.

— appearance/non-appearance at the military enlistment office;

Electronic summons to the military enlistment office
The register of summonses is synchronized with the register of those liable for military service, but it contains information directly about these official documents.:
— information about the recipient of the summons (full name, place of residence);
— information about the military enlistment office that sent the summons;
— date of referral to the military enlistment office;
— the date when the summons is considered served;
— the date when the conscript must appear at the military enlistment office;
— application/removal of restrictive measures.
Citizens also have the opportunity to check the registry through Gosuslugi or on the website of the electronic summons registry.
Which summons is considered served
According to the new law, a summons will be considered served from the moment it is published in a citizen's personal account on Gosuslugi or seven days after it is posted in the register of electronic summonses. However, the launch of the electronic service does not cancel paper subpoenas. Calls will also be sent to the place of residence of the person liable for military service and duplicated in electronic format.
Temporary restrictions are imposed for failure to appear at the military enlistment office without a valid reason 20 days after the date of the summons.:
— ban on transport management;
— ban on registration of transport and real estate;
— prohibition on obtaining loans and credits;
— prohibition of registration as sole proprietor or self-employed.
Heads of organizations should notify employees of the subpoenas and directions for military registration. In case of refusal of a citizen to receive a summons, the employer will be obliged to send a corresponding application to the military enlistment office. The document must specify the date, position, signature and initials of the employee. Those present at the refusal must also sign the document.
If the employer does not provide information to the military enlistment office, then the company will face administrative liability. Starting from October 1, 2023, fines are provided for violations related to military duty. The amount of sanctions for the organization varies from 350 thousand to 500 thousand rubles. Military commissars will issue fines for military registration. The term of payment of the fine is three years from the date of the offense.
