Cargo carriers in Russia will be banned from working with anonymous orders. Now, to place an application on the aggregator's site, it is enough to create an account there. At the same time, aggregators are not required by law to verify customers. Public activists proposed to eliminate this gap and introduce a control mechanism. In their opinion, the initiative will block the supply channels of contraband and dangerous goods that threaten public safety. A corresponding letter has already been sent to the government.

How to identify senders of dangerous goods

Digital transportation exchanges (aggregators) should monitor counterfeiting and dual-use goods, as well as monitor the legality of senders. The Public Consumer Initiative (OPI) has submitted such a proposal to the Cabinet of Ministers, and Izvestia has reviewed the document. Aggregators collect customers and suppliers on their platforms, but are still not legally required to verify their legality, which allows dubious players to anonymously enter the trucking market, according to the OPI. The new measures will make it possible to remove intruders from it, through whom there are flows of counterfeit goods and dangerous goods, public activists believe.

"The draft law on the register of cargo carriers, which is being considered by the State Duma, does not require transport and logistics platforms (freight exchanges, order aggregators, etc.) to verify the legality of customers and performers allowed on their sites," the OPI said in a letter to the government of the Russian Federation.

It is noted that the widely discussed draft law on the platform economy also does not establish appropriate regulation for transportation aggregators.

The OPI asked the government to develop criteria for the admission of companies to the transport and logistics market and oblige aggregators to ensure control over the legality of counterparties.

At the moment, there are about a dozen large digital platforms on the market where carriers take orders for cargo delivery. This is Roolz, Ati.su , "Monopoly", Transport24, Traffic and others.

"Some sites register virtually anonymous senders through whom counterfeit and dangerous goods are being shipped," Oleg Pavlov, the head of the OPI, told Izvestia.

According to him, shipments of illegal goods, counterfeit goods, contraband, as well as dual-use goods that can be used, among other things, to commit sabotage are processed through fake senders.

—Aggregators serve as intermediary agents helping the customer find a vehicle for transportation," Vadim Filatov, president of the Avtogruzex Association of trucking companies, told Izvestia. — The current legislation does not oblige them to check the characteristics of the goods or the conditions of transportation.

According to the law on forwarding activities, this must be done by freight forwarders accompanying the cargo. However, this requirement is not always fulfilled by carriers, the OPI notes.

"In addition to bona fide aggregators, logistics platforms with simplified registration continue to operate on the market," Eduard Mironov, Director of Procurement of FM Logistic transport Services in Russia, told Izvestia. — They offer a fast and often anonymous way to find carriers and customers.

The ease of registering and placing orders with them allows attackers to organize transportation without going through the thorough checks required by bona fide freight forwarding companies, the market participant notes.

But aggregators can indirectly identify suppliers of contraband and dangerous dual-use goods based on a number of factors, according to the OPI. Before registering on the digital platform, they suggest verifying customers and cargo owners by INN, checking their performance of basic duties for entering data into government information systems (register of business start notifications, register of participants in the turnover of labeled products, etc.). Otherwise, aggregators should block senders and prevent them from entering the market.

"Even a minimal set of checks will make it possible to significantly whitewash the market and remove intruders involved in illegal cargo schemes from it,— Oleg Pavlov believes.

The activists asked the government to initiate appropriate amendments to the draft laws on the platform economy, on the register of freight forwarders and the new law on the register of freight forwarders.

The government has instructed the Ministry of Transport to work out the OPI proposal, Izvestia found out. The editorial board also sent requests to the State Duma Committee on Transport, aggregators and carriers.

— This proposal reflects the trend towards increasing the responsibility of online platforms for the actions of their users: sellers and buyers, shippers and carriers, - said Eduard Mironov.

Some logistics platforms are already checking the constituent documents during registration. Connection to them takes place after signing the contract. However, not everyone does this. Platforms with simplified registration also continue to operate. They interact with a huge number of small carriers, which complicates continuous control, the expert notes.

Only the carrier during loading can inspect the cargo. But even there, as a rule, only the weight, labeling, and packaging reliability are checked. Carriers also usually do not have the opportunity to check the composition, the market participant notes.

According to him, when choosing a customer, you can now monitor his rating on the aggregator, which eliminates the risk of non-payments. If the illegal cargo is sent by a new company (and this usually happens), the ratings on the logistics platform turn out to be useless, the expert added.

"It is possible and necessary to limit customers of illegal goods by properly registering contractual relations with the aggregator," Alexander Larionov, managing director of the online cargo transportation service Veset Vsem, told Izvestia.

But cargo control is difficult to carry out, unless you photograph the cargo and the primary documents for it. The use of neural networks in image processing will partially solve the problem, but not completely.

—There is still a lack of digital data in cargo transportation, which makes it difficult to verify how the process is structured," said Vadim Filatov from Avtogruzex. We are convinced that Goslog, a single data exchange platform for market participants, will help reduce the risk of fraud and increase security.

However, its functionality needs to be expanded and not only a mandatory registration requirement for carriers should be introduced, but also verification by transport companies of customers, Oleg Pavlov added.

On June 1, Russian airfields in the Murmansk, Irkutsk, Ivanovo, Ryazan and Amur regions were attacked by drones. The drones took off from trucks parked near the airfields, Izvestia reported. The Russian Defense Ministry said that during the attack, "several pieces of aviation equipment caught fire."

Later, the first suspect appeared in the attack case. It turned out to be Artyom Timofeev, a native of Zhytomyr who moved to the Chelyabinsk region, and he disappeared abroad. It was he who owned the trucks from which the drones took off.

On October 8, 2022, the Crimean Bridge was also blown up with the help of a custom truck. The order for transportation was taken through an aggregator, and the customer was TEK-34 LLC (Ulyanovsk). As Izvestia wrote, there was no office at the legal address, and the recipient of the cargo was a non-existent Crimean company.
