Parental election: Putin talks about the increase in the number of large families in the Russian Federation
In Russia, the number of large families is increasing, as well as those who would like to have more than three children. This was stated by Vladimir Putin on May 29 at a meeting with awarded families. Today, the interests of families with children are at the center of all decisions of the Russian leadership and national development projects, the president noted. He instructed to complete the work on including leave periods for caring for the fifth and subsequent children in the insurance record and spoke about the work on the introduction of benefits for fathers with many children. Meeting of the President with large families
On the eve of the International Children's Day, which is traditionally celebrated in Russia on June 1, Vladimir Putin talked with large families. On May 29, nine families from different regions of the country — Crimea, Sverdlovsk, Ryazan, Zaporizhia, Kaliningrad and Penza regions, Ingushetia, Kuzbass and the Jewish Autonomous Region - entered into a video call with the president.
All of them are holders of the Order of Parental Glory (awarded to parents or adoptive parents who raise seven or more children) or the honorary title of "Mother Heroine" (awarded to mothers who have given birth and raised 10 or more children).
— I cordially congratulate all parents, grandparents, teachers, mentors, all those who give their children strength and energy, generously share their warmth with them, and do everything to ensure that our younger generation and our children have a happy childhood and a successful future. I am sincerely glad to welcome large, friendly families in which adults devote their entire lives to raising children. Of course, this has always been considered the most important thing for any person and very important for our entire country," the president said at the beginning of the meeting.
The conversation took place in a friendly, cheerful atmosphere: all the families who talked with the head of state talked about themselves, their family, dating stories, and, of course, about their children. The guys were also looking at the president with interest, and everyone wanted to take the floor. Some of them advised on what kind of sports is better to practice, how to look good — using the example of the head of state, while others simply wanted to thank them for the benefits and support measures available.
Parents were proud to talk about their children's successes. Some noted that all the children seemed to be "born with knowledge of the multiplication table" and graduated from school with gold medals. Others talked about the creative successes of their children and their victories in various competitions.
The children themselves willingly demonstrated their talents to the president. For example, a girl from Ingushetia painted the Leimi ancestral tower in the Caucasus near the Kremlin for Vladimir Putin as a symbol of unification. The President was enthusiastic about this idea and stressed the importance of preserving his roots.
A large family from the Ryazan region handed over to the president an icon of the Mother of God, which was painted by the mother of 11 children, an icon painter. The family from Penza, in turn, even performed a small concert on the piano and the violin. In the Kaliningrad region, the eldest daughter also picked up a violin and played a small passage for the president. The guys from Kuzbass and Magas preferred to read poems about the Great Victory and the Motherland to Vladimir Putin.
— I want to thank the parents for what you do in raising your children. It's not just that we are living in the year of the 80th anniversary of Victory in the Great Patriotic War. The point is that our children always understand who we are, where we come from, what the Russian land stands on, and what it should stand on in the future. Parenting is extremely important," the head of state said.
Separately, Vladimir Putin asked each family what they needed and who needed it. He asked the mother of ten children from Yekaterinburg, who is celebrating her 50th birthday, about the desired gift. After hearing that her dream was to visit Krasnaya Polyana, the president promised to give such a trip to her whole family. The parents of 11 children from Ingushetia turned out to be no less practical: they asked the president for help to buy a minibus. According to them, every year the whole family goes on vacation, but there are regular problems with transport, which has to be borrowed. Vladimir Putin promised to help with this, too. At the same time, all families participating in the meeting will be able to visit Moscow at the invitation of the president.
Russian authorities are developing benefits for fathers with many children
Large families are the real pride and stronghold of Russia: now families with children are at the center of all decisions of the Russian leadership and all national development projects, Vladimir Putin noted. Regional and municipal authorities, public associations and businesses will also step up assistance to those with many children and help them solve specific problems.
According to sociologists, today the number of those who would like to create a large family is growing, and the number of large families is also increasing. Vladimir Putin added that the expected number of children in an ordinary family is already more than two, and the desired number is more than three.
"This is a very good trend in society," the head of state stated.
An important incentive for this dynamic was the definition of government approaches to regulating the status and support of large families. In particular, a single concept of a large family has been established, they have acquired indefinite status, and support measures guaranteed by the state have also been identified, explained Tatyana Larionova, a member of the State Duma Committee on Family Protection, Fatherhood, Motherhood and Childhood.
In addition, 40 regions of the country already provide support to those with many children, regardless of family income.
— The correct vector has been mapped out. There is a positive example of the expanded list of measures to support large families. For example, in Tatarstan, and I represent this republic in the Duma, the number of large families has more than doubled over the past 10 years, from 24.4 thousand to 58.7 thousand families. Of course, the role of support measures provided to families at both the federal and regional levels has a significant impact on this. Therefore, we need to develop and expand the current system of measures, introduce additional targeted and verified measures for large families," Tatyana Larionova told Izvestia.
Some of the parents took the opportunity to speak out about the issues they were concerned about. Thus, the head of state was asked to introduce benefits and honors not only for mothers with many children, but also for fathers with many children. Vladimir Putin replied that, in fact, the Russian authorities have been thinking about the issue of introducing such benefits for a long time.
The State Duma explained to Izvestia that these support measures may include early retirement, the title of "hero father" or protection from dismissal of the sole breadwinner.
Fathers with many children need social benefits: previously, the State Duma Committee on Family Protection, Fatherhood, Motherhood and Childhood had already advocated a shorter working day for single fathers with many children, extended leave, a special supplement for having many children and retirement benefits.
At the same time, the existing benefits for large families apply to both parents — both the mother and the father, Tatyana Butskaya, first deputy chairman of the State Duma Committee on Family Protection, Fatherhood, Motherhood and Childhood, reminded Izvestia.
— Now, for example, we are working on a mechanism for large families to take a taxi at a discounted rate, which means that both a mother with many children and a father with many children will pay less, — she added.
Families with many children also apply to the State Duma on other issues. In particular, one of the main concerns the problem of prolonged or improper execution of an earlier decision to allocate land to large families: most often, if land is allocated, it is territories without water, gas, roads, or social infrastructure.
— The issue has not been resolved for a long time, — concluded Tatiana Larionova.
And one of the participants, a mother of ten children, said at a meeting with the president that now, according to the law, no more than six years of parental leave are included in the insurance record — that is, for four children, and the rest are not taken into account. The President asked relevant Deputy Prime Minister Tatyana Golikova to finalize the work on including leave periods for caring for the fifth and subsequent children in the insurance record.
