Ukraine will use all available arsenal to disrupt dialogue with Russia, Rodion Miroshnik, the Russian Foreign Ministry's ambassador-at-large for crimes committed by the Kiev regime, told Izvestia. On May 28, Russian Foreign Minister Sergei Lavrov announced Moscow's readiness to hold a second round of talks with Kiev in Istanbul on June 2. The Ukrainian side indirectly supported the Russian proposal. Against the same background, Kiev is seeking to involve Western countries in the conflict with Russia, and Europe is also demonstrating a desire to disrupt the negotiation process, experts say.
The second round of negotiations between Russia and Ukraine
Russia intends to hold the next meeting with representatives of Ukraine in Istanbul on June 2. Vladimir Medinsky, Assistant to the President of the Russian Federation, will once again represent Moscow. Foreign Minister Sergei Lavrov said that Moscow is ready to submit to Kiev a memorandum outlining the Russian position on all aspects of "reliably overcoming the root causes of the crisis."
According to Vladimir Medinsky, in Turkey, Russia is ready to begin a "meaningful substantive" discussion of each of the points of the package agreement on a future ceasefire.
The head of the Ukrainian delegation, Defense Minister Rustem Umerov, soon announced that he had allegedly handed over the Ukrainian memorandum to the Russian Federation and demanded that Moscow hand over its document before a new round of negotiations, thereby indirectly confirming that the meeting could take place on June 2.
Meanwhile, on May 28, Zelensky paid a visit to Berlin, where he met with the German leadership. Rodion Miroshnik, the Russian Foreign Ministry's Ambassador-at-large for crimes committed by the Kiev regime, emphasizes: Ukraine is trying to avoid a one-on-one conversation with Russia and is actively trying to draw Europe into this format. In his opinion, Kiev will use all available means to disrupt the dialogue.
— The United States and Russia want to find a political and diplomatic solution, and it will consist precisely in achieving the goals that the Russian Federation sets for itself. Ukraine wants to play off the European agenda, which is the need to continue military operations for as long as possible," he said in an interview with Izvestia. — Ukraine is trying in every possible way to involve European countries in order for them to disrupt negotiations in any case. And they will try to use prohibited tools as much as possible for this.
It is in recent weeks that the attacks of the Ukrainian Armed Forces on the territory of the Russian Federation using drones have noticeably intensified. According to the Ministry of Defense of the Russian Federation, from May 20 to May 28, over 2.6 thousand Ukrainian drones were destroyed over various regions of Russia, with about 1.5 thousand of them outside their combat zone. The largest number of UAVs (339) was eliminated on the night of May 28.
At the same time, Germany encourages the actions of the Ukrainian Armed Forces. Zelensky said in Berlin that Ukraine and Germany had agreed to invest in the production of Ukrainian drones. German Chancellor Friedrich Merz, in turn, said that Germany would support Ukraine in developing its own long-range weapons. Merz's office also did not rule out the transfer of Taurus missiles to Ukraine. The head of the chancellery, Thorsten Frye, said that Berlin would "carefully consider" all possibilities in order to effectively support Kiev.
However, there is no consensus in the Bundestag on the expansion of military assistance to Ukraine and the supply of Taurus. A loud debate is brewing that could lead to a government crisis, Gerold Otten, a member of the Bundestag defense committee, told Izvestia.
— In my opinion, the decision [on the supply of Taurus] can only be made by the German Bundestag. In addition, it involves a wide and loud public debate. We (Alternative for Germany) we will vote against it. The debate will also lead to the collapse of the coalition, especially since a significant part of the SPD opposes supplies," he said.
Prospects for the military strengthening of Ukraine
The belligerent attitude of the European elites makes it difficult to resolve the conflict. On the eve of the second round of negotiations in Istanbul, there was a very tense background, said Vladimir Shapovalov, Deputy Director of the Institute of History and Politics at Moscow State University. There is a clear desire on the part of Ukraine and Europe to disrupt the negotiation process by staging provocations.
— There are no such actions on the part of the United States. It seems that negotiations are important for them. Trump is also under pressure from European allies and is forced to maneuver by making provocative statements," the expert told Izvestia.
Speaking to reporters, US President Donald Trump stressed that he was not going to tighten sanctions against Russia in order not to disrupt the deal to resolve the Ukrainian conflict. As for the EU, last week Brussels announced the development of the 18th package of sanctions against Russia. This was done almost immediately after the 17th package was approved.
— Zelensky is just trying to buy time. When the US policy towards Ukraine changes, he switches to support from Europe and, most importantly, Germany," Bogdan Bezpalko, a member of the Council on Interethnic Relations under the President of the Russian Federation, told Izvestia. — The only point is to put pressure on Russia. This will not affect the negotiation process in any way. Zelensky's dream is to involve Western countries in the conflict, then Ukraine will not be alone and Russia will have to fight not with it, but with the West.
Earlier, Russian Deputy Foreign Minister Alexander Grushko noted that the European Union is preparing for a military clash with Russia, and the European bloc's position on the Ukrainian conflict does not bring a political settlement closer. European countries are probably hoping for a victory for Ukraine, despite the prolongation of the conflict. At the same time, the plan of a number of countries to send troops to Ukraine in Europe began to be called dead. According to The Financial Times, it makes no sense without Trump's help, and he is not ready to provide it. Even the most radical Poland rejected the possibility of its participation in sending armed forces to Ukraine.
Nevertheless, shortly before his trip to Berlin, Zelensky called on Western donors to allocate Ukraine another $30 billion from frozen Russian assets by the end of the year to "stimulate domestic arms production."
At the same time, Kiev is counting on further assistance from the West. Last year, the G7 developed a plan to lend to the Ukrainian regime at the expense of profits from Russian assets in the amount of €50 billion. Due to the current financial situation, Zelensky also plans to attend the G7 summit next month to discuss the possibility of transferring assets to Ukraine.
