The average selling period on the secondary housing market in Russia has increased by 25-35%, industry participants told Izvestia. Such apartments are sold in about four or five months, and in some regions the time of their realization has reached half a year, as specified in the Russian Guild of Realtors (RGR). A quarter of such housing is sold without repair. The growth of exposure time is associated with a decrease in the number of buyers in the market, the inability to formalize on this type of housing preferential mortgage and the trend to inflate prices on the part of owners, who are focused on the prices of primary. In Moscow, the average exposure time of the ad for the last year increased from 97 to 123 days, in St. Petersburg - from 121 to 152, said the head of "Cian.Analytica" Alexei Popov.

- In total for all the largest cities with a population of 500 thousand people - from 117 to 144 days, - he noted. - Growth of average indicators everywhere by about a quarter.

The average term of sale of secondary housing in all cities of Russia is about four months, confirmed in "Etazhi". They pointed out that in large cities it is slightly lower, and liquid versions of apartments are sold two to three times faster than the market average.

The president of the Russian Guild of Realtors Artemy Shurygin told Izvestia that the selling period has increased most of all in Krasnoyarsk, Chelyabinsk, Krasnodar and Samara.

- In the same cities there is the biggest drop in demand for real estate," the expert added. - It does not matter where the object is located, it is important how correctly the price is determined. Overpriced apartments, of course, hang on the market for a long time, regardless of location. It is more difficult to sell objects in residential complexes with poor transportation accessibility, with non-standard layout or unsuccessful location of the house.

Apartments with complicated legal nuances, for example, where there are heirs of the former owner or owners from an unfriendly state, also scare away buyers.

Compared to last year, the term of sale of secondary housing increased by 40-50%, added Maria Vorontsova, authorized representative of the head of RGR in the Volga Federal District.

- We orient our clients for six months, - explained the expert. - Today it is much more difficult to sell an object without repair, as the cost of repairs has increased significantly. Apartments with modern turnkey repairs and furnished apartments are sold faster and more expensive.

Compared to 2024, the strongest interest in buying apartments on the secondary market has increased in Kemerovo, Moscow, Novosibirsk, Sevastopol and Yekaterinburg, said in "Avito Real Estate". The most noticeable growth is noted in the segments of one-room apartments (14%), studios and two-room apartments (11% in each).

The choice of secondary real estate has grown most strongly in Omsk, Kirov, Kemerovo, Chelyabinsk and Ulan-Ude, as well as in Samara. In Moscow, the supply grew by 9%.

In Q4 2024, the cheapest way to buy an apartment on the secondary market was in Smolensk, Ulyanovsk, Bryansk, Izhevsk, Astrakhan, Lipetsk and Tver, the cost ranged from 3.9 to 4.5 million rubles. The highest average prices at the end of the quarter were recorded in Moscow, Sochi and St. Petersburg.

What is the state of the housing stock

The dynamics of supply continues to be influenced by the transition of some owners from the secondary housing sales market to the long-term rental market, added in "Avito Nedvizhimosti".

The growth of exposition terms is due to the fact that the number of buyers has decreased, and those who have decided to buy an apartment, much longer choose the object, explained Vice-President of RGR Irina Monastyrskaya.

- Nothing stimulates buyers to make deals faster, so they do not rush anywhere, they choose carefully, try to see as many objects as possible in order to find the best option, negotiate with sellers to reduce the price, - the expert emphasized. - During the time that the apartment is put on the market, by the time of the transaction its price is usually adjusted by 10%. And the lack of affordable mortgages has led to a serious decline in the number of borrowers on the mortgage, today according to statistics is reduced and fixed in the neighborhood of 70%.

At the same time, more than 25% of apartments for sale on the secondary housing market in major Russian cities, need repair, said the federal company "Etazhi".

- Compared to last year, the share of such apartments has decreased by 2%, one of the reasons is an increase in the average selling period in the secondary market due to increased mortgage rates and the desire of buyers to purchase apartments in good condition - said the director of the department of repairs of apartments and houses of the company Anastasia Golova.

According to her, against the background of decreasing demand for ready-made housing, owners began to make more frequent pre-sale preparation of their apartments with a minimum budget.

- Apartments with repair on the secondary market are viewed 1.5-2 times more often than similar options that require additional investments from future owners, - explained the expert. - Not only that, before the sharp rise in mortgage rates they were chosen also because in fact the cost of repairs were included in the cost of the object, and therefore in the mortgage loan.

However, now, due to the decreasing availability of mortgages on the market, the share of buyers who first of all evaluate the apartment more by the area than by the quality of repair is growing, especially when it comes to starter housing and there are not enough funds to buy an apartment.

The number of apartments without repair has increased, confirmed Irina Monastyrskaya.

- This is understandable," she said. - It is better to sell them now, as the secondary market shows signs of price reduction. If the condition of the apartment starts to improve, the cost of repairs will not pay off when the apartment is sold. In addition, today apartments without repairs are not considered by tenants, as a consequence - the owner has no opportunity to receive passive income.

The largest share of apartments in need of repair among apartments for sale in cities with a million inhabitants - Chelyabinsk, Perm, Volgograd, Omsk and Kazan. Moscow took the sixth position in the rating with a share of 25.2%. And the least number of such apartments in Krasnodar, Novosibirsk and Voronezh.

Why sales of apartments have slowed down

The reason for the slowdown in sales in the secondary market is the inaccessibility of housing for most potential buyers, said Valery Tumin, director of markets in Russia and the CIS.

- Very high rate on market mortgage, impossibility to include secondary housing in the program of support from the state, high prices - the result of the secondary housing market race for primary housing, - said the expert. - And the standard matkapital does not cover even half of the down payment.

The average cost of a square meter in the secondary market is now about 108 thousand rubles, he said.

- But even with a ready amount of down payment, not everyone will be able to qualify for a mortgage because of the limits that banks have introduced to comply with legal requirements, - added Valery Tumin.

The greatest difficulties, according to the vice-president of RGR Vasily Oleinikov, arise with the sale of objects in remote areas and those that require serious investment in major repairs. As a rule, buyers prefer more modern and ready to live options, and if the property requires additional costs, it significantly reduces its attractiveness.

- In addition, high prices for materials and services of construction companies make it difficult to sell such properties. In the coming year we expect some stabilization of the situation, - believes the expert. - With the growing demand for housing in more affordable price segments, as well as a possible increase in interest in mortgage programs, in particular with state support, the market may begin to recover.

On the secondary market may remain around zero price dynamics with a possible decrease in some locations up to 3-5%, added Artemy Shurygin. However, the fall in price is possible only in case of significant reduction in demand for a long time and simultaneous increase in the number of objects on sale. But this is unlikely to happen in the near future.

- The market rate on mortgages today has become a barrier. Much, perhaps, will determine the decision on the key rate of the Central Bank on February 14. If it will be reduced, we can expect the flow of some funds from bank deposits to the housing market, and then it will revive, - says the president of RGR.

The market driver, according to him, remains the family mortgage. The industry is also waiting for the terms of the distribution of this preferential program on secondary real estate. Meanwhile, the market is in a period of stagnation, said Maria Vorontsova.
