Concrete mixers are hampered: a new change in the scrappage fee rate cannot be ruled out
Russia may change the utilization fee rates already approved for the next five years. However, this will affect only certain types of vehicles: for some categories, the utilization fee will increase significantly, while for others it will be reduced. Izvestia found out what caused the necessity of adjusting this fee and what cars it is planned to change for.
Up and down
The size of the utilization fee for some types of vehicles may be adjusted. This is stipulated by the draft decree of the Russian government, published on the federal portal of draft regulatory legal acts. The document envisages both increase and decrease of rates in the scale of indexation of the utilization fee for various types of vehicles already approved until 2030.
- The Ministry of Industry and Trade of Russia has prepared a draft decree implying adjustments to certain categories of the list of types and categories of wheeled vehicles (chassis) and trailers thereto, in respect of which the utilization fee is paid, as well as the amount of the utilization fee. The changes imply technical clarification of objects of payment of utilization fee, including in respect of special vehicles depending on their type or load capacity, - reported "Izvestia" in the press service of the department.
How and on what will change the utilization fee
First of all, the changes will affect special vehicles - dump trucks and concrete mixers. Thus, for dump trucks with GVW of 12-20 tons the coefficient is planned to increase from the current value of 8.86 to 9.57. Taking into account the prime rate for a truck in Br150 thousand, the difference between the current and future size of the recycling fee in monetary terms will amount to Br250 thousand (Br1.33 million now against Br1.58 million after the approval of the proposed changes), and by 2030 will increase to about Br400 thousand. For dump trucks with GVW of 20-50 tons the amount of the recycling fee is Br4.06 million now, and if the resolution is adopted, it will increase to Br4.3 million in 2025 (a difference of Br240 thousand).
As for concrete mixers, they are now subject to a single rate regardless of payload and GVW - from January 1, 2025 the amount of the recycling fee for such equipment is Br2.71 million. The proposed changes imply differentiation of utilization fee coefficients for concrete mixers, and for most categories the amount of this fee will be significantly reduced.
In particular, it is assumed that the payment will amount to Br900 thousand for models of concrete mixers with GVW up to 3.5 tons, while for models in the range of 3.5-5 tons will be equal to Br942 thousand. At the same time, Br983 thousand will have to pay for a concrete mixer with a GVW of 5-8 tons, Br1.39 million for a machine of 8-12 tons, and Br1.58 million for models weighing up to 20 tons. But the utilization fee for the heaviest versions of such equipment is scheduled to increase from the current Br2.71 million to Br4.3 million. In 2030, according to the proposal of the Ministry of Industry and Trade, the amount of payment for these models will amount to 6.9 million rubles instead of 4.37 million rubles, approved earlier.
The Ministry of Industry and Trade notes that the analysis of law enforcement practice revealed the need to adjust the coefficients of scrappage duty for certain categories of wheeled vehicles depending on their type or load capacity.
Defense and offense
The experts interviewed by Izvestia are unanimous in their opinion that the proposed adjustments to the utilization fee are primarily aimed at protecting domestic manufacturers of heavy duty vehicles (HCV). According to the data of the analytical agency "Avtostat", at the end of last year, sales of HCV models decreased by 18.8%. Moreover, only two domestic brands (KAMAZ and Ural) and one Belarusian brand (MAZ) were among the ten popular ones. For the first time in recent years, the Russian KamAZ, which sold a total of 17.3 thousand vehicles, lost the leadership to the Chinese manufacturer Sitrak (19.4 thousand trucks). However, these statistics do not include the vehicles shipped by the Russian automaker to power structures and armed forces.
Differentiation of scrappage rates shows that first of all protective measures are planned for the vehicles produced in our country, said Sergei Tselikov, Director General of Avtostat, to "Izvestia".
- I can't recall the models of concrete mixers of low GVW, which are produced at Russian enterprises. But heavy vehicles on three- and four-axle chassis are represented by domestic manufacturers quite widely," he noted.
Maxim Kadakov, editor-in-chief of the magazine "Za Rulem", noted that low-tonnage special vehicles are poorly represented on the Russian car market and occupy a negligible share in the domestic fleet.
- We have practically no light-duty dump trucks and concrete mixers. They are extremely rare, except for near SNT, if some dacha-dweller needs to bring a couple of "cubes" of sand or concrete to the site. And most often they are right-hand drive Japanese models. The market is mainly represented by heavy models of such special equipment - they are used in the construction industry," Maxim Kadakov told Izvestia.
At the same time, in the opinion of the editor-in-chief of "Za Rulem", the demand for such equipment is likely to decrease in the near future, as it was purchased in large volumes in previous years. Therefore, the support of domestic manufacturers by differentiation of the recycling fee looks quite logical, the expert believes.
How much is concrete?
The increase of the scrappage duty on some types of vehicles will lead to higher prices for this special equipment, says Anton Shaparin, Vice-President of the National Automobile Union. As a consequence, it will lead to higher costs in the construction industry, where this equipment is used, he believes.
- Br400 thousand plus for dump trucks at the cost of the car itself of Br12-15 million does not play a major role. But for concrete mixers, an additional Br2-3 million is a significant increase in cost. Obviously, this will lead to an increase in tariffs for concrete delivery to the construction site," Anton Shaparin told Izvestia.
Igor Morzharetto, a partner of Avtostat analytical agency, also believes that the proposed change in the recycling rates will eventually affect builders.
- The foreman does not care whether concrete is brought to his site on a KamAZ, a Chinese truck or in the trunk of a passenger car. It is important to him that the cargo was delivered to the construction site on time and in the required volume. If foreign vehicles are used for transportation, which will obviously become more expensive after the increase of scrappage duty, the cost of transportation will inevitably increase," he said.
At the same time, domestic manufacturers of trucks note that their models will not be affected by the innovation.
- Our models are fully localized. Therefore, a possible increase in the utilization fee for certain types of equipment will not affect their cost for the end consumer," Oleg Afanasyev, head of the KAMAZ press service, assured Izvestia.
