What will change in the life of Russians from January 1
January of the new year will bring many innovations in various areas of Russian life: from an increase in fines for traffic violations to an increase in the minimum wage, the minimum subsistence level and other payments. In addition, significant changes will take place in the housing sector. On the most important laws that come into force at the beginning of the year - in the material "Izvestia".
Minimum wage and other benefits
The minimum wage from January 1 is planned to increase by 16.6%, so that in 2025 this figure will be 22,440 rubles per month (instead of the previous 19,242 rubles). This will be followed by an increase in the amount of payments that take into account the minimum wage, including alimony, maternity benefits and sick pay.
In addition, from the first day of the month will rise and the value of the minimum subsistence level in Russia - the increase will be about 14.8% compared to last year's figure. According to the decree of the Cabinet of Ministers, the subsistence minimum in 2025 will be equal to 17,733 rubles. It is important to remember that, unlike the minimum wage, which applies throughout the country, the regions have the right to establish the values of such a minimum, and less than the federal values.
New personal income tax scale
From the beginning of the year, Russia will start operating a progressive personal income tax scale with rates from 13 to 22%. Traditional 13% will continue to be withheld in the case of income not exceeding 2.4 million rubles per year, or 200 thousand per month. Higher amounts will be taxed at a higher rate of 15%, 18%, 20% or 22%.
At the same time, the increased rate does not apply to the income of participants of SWO and additional payments for employees of northern regions and other regions with unfavorable climatic and environmental conditions.
In addition, Federal Law No. 176-FZ of July 12, 2024 introduces new tax deductions for low-income families with children and for passing TRP standards.
Old-age pensions and more
The year 2025 will begin with significant changes for those receiving old-age pensions. First of all, the indexation of insurance pensions for working pensioners is resumed, payments will be increased by 7.3%. The basis for calculation will be the pension, taking into account all past indexations, but the increase will be added only to the amount that the working pensioner receives.
The maximum value of the base for the calculation of insurance contributions in 2025 will amount to 2,759,000 rubles.
Following the increase in the regional minimum, social supplements will increase for those whose pension together with other social benefits does not exceed this minimum.
Changes will also affect the survivor's pensions, which, regardless of their age and ability to work, will be available to spouses of servicemen killed in the performance of their duties, if they have a child under the age of 23. At the same time, they can still work officially without losing their payments.
Care for the elderly and disabled
Since the new year, pensioners over 80 years old and disabled people of group 1 do not have to appoint a caregiver to receive a monthly supplement of 1200 rubles, it will be automatically accrued. After that, the payment will be indexed annually in line with inflation.
At the same time, such payments in connection with the care of a citizen under 80 years of age, but in need of extraneous care according to the conclusion of a doctor, will no longer be assigned, only previously assigned benefits will remain (until January 1, 2025).
Fines and MTPL
From January 1, 2025, fines for certain traffic violations will increase by an average of 1.5 times. Thus, for the most frequent violation of the rules - speeding 20-40 km/h - the penalty will increase from 500 to 750 rubles.
The maximum fine for speeding at 80 km/h and above will increase from Br5,000 to Br7,500. For driving through a red traffic signal, the penalty will increase from Br1,000 to Br1,500, the same amount will have to be paid in case of non-compliance with the rules of using seat belts. For driving on the roadside, the penalty will increase from Br1,500 to Br2,500. Failure to comply with the requirements of markings and signs will cost the violator 750 rubles.
The fine for drivers under the influence of alcohol will increase from Br30 to Br45 thousand. For causing minor injury in violation of traffic rules, the fine will increase from Br2,500-5,000 to Br3,700-7,500. In case of medium harm to health, the amount will increase from Br10-20 thousand to Br15-30 thousand.
In Moscow and St. Petersburg for driving in a dedicated lane will be fined for Br4,500. The same amount in these cities is provided for non-compliance with the requirements of markings and signs prohibiting parking or stopping. In addition, in 2025, the driver will have 30 days instead of 20 days to get a discount on the payment of fines, but the discount itself will be reduced from 50 to 25%.
Also from the first month of the new year a number of norms within the framework of the creation of a unified system of MTPL insurance in Russia and Belarus. Thus, information about CMTPL contracts, concluded within the "White Card", will be entered into the AIS insurance, information from which will be used by police and customs officers in real time. In turn, after the actual launch of the system, drivers will be able to purchase an extension to the territory of Belarus in addition to the CMTPL insurance contract. At the same time, the "Blue Card" will continue to work.
Tax on digital currency
From January 1, Russians will have to declare information about all transactions with digital currency, if the amount of charging or debiting for the year exceeds 600 thousand rubles. Otherwise, a fine will be imposed.
Funds received as a result of mining will begin to be accounted for in income after their receipt on the electronic wallet of the crypto miner in the amount of the market value on the date of enrollment. Further, the circulation of "digits" is subject to taxation in the general order "as income-expenses from the alienation of property". If the operator of the mining infrastructure does not provide information to the tax authorities within the period established by law, he will be fined 40 thousand rubles.
At the same time, operations with digital currency will not be subject to VAT.
Changes for homeowners
The new year will bring many changes for owners of real estate. Now the tax on it will have to pay according to the new cadastral value, which has significantly increased. However, the limit of 10%, within which an increase in tax compared to last year is allowed, will remain when calculating the final amount.
Also, the amount of tax for gifted real estate will increase: the rate of 13% will remain only for objects worth up to 2.4 million rubles, otherwise you will have to pay 15%. Close relatives are still exempt from paying tax. In addition, the gift of real estate will have to be certified by a notary.
Also from January 1, the fee for the extract from the USRN will increase: a paper document will cost citizens 920 rubles, the electronic version - 580. For organizations, the cost of such a service will be 2540 and 1640 rubles respectively.
Preferential air tickets
On January 1, an experiment in the remote sale of preferential air tickets will start within the framework of budget-subsidized air transportation. It applies to pensioners, members of large families, citizens under 23, people with disabilities and residents of the Far East and Kaliningrad Region.
The government plans to create a special digital service interacting with the information system "Subsidized Transportation Portal". The experiment will last until July 1, 2025, during which time the mechanisms of electronic confirmation of the passenger's rights to purchase a ticket at a special tariff will be tested.
Other
In 2025, unified requirements for the assignment and provision of social protection measures will come into effect. Now the entire process will be conducted electronically with the help of the Unified Digital Platform in the social sphere and interdepartmental interaction with state information systems. Relevant applications can be submitted via Gosuservices, and in some cases payments and benefits will be assigned automatically, without the need for a citizen's application: this applies to disability pensions, social supplements to PM, etc.
Foreigners will no longer be able to issue SIM cards remotely: they will have to come to the operator's office in person to undergo biometric identification. In addition, it is prohibited to issue more than 10 subscriber numbers per foreign citizen.
In 2025, a law will come into force, thanks to which a new type of insurance will appear in Russia - equity life insurance. It will become another tool for long-term investment and accumulation of money, as the funds that clients invest in protection of their life and health can be invested in securities. And the risks are borne by the insurer. If the insured chooses the directions of investment, the responsibility falls on him.
Also from January 25, it will become more difficult for foreigners to obtain temporary residence in Russia - now it will be issued not earlier than three years from the date of marriage with a citizen of the Russian Federation. In case of official dissolution of the union, the permit will be canceled.
In 2025, the list of persons obliged to undergo state genomic registration will be expanded. The list will include those subjected to administrative arrest. Previously, the requirement applied only to those suspected of committing a crime or convicted persons serving a prison sentence.
From January 1 to March 31, 2025, the Central Bank abolished restrictions on the full value of consumer loans. At the same time, the risks of increasing the debt burden of borrowers will be regulated by the existing macroprudential measures. The PCC limit will continue to apply in the case of high-risk short-term loans for small amounts provided by microfinance organizations.
On January 1, Rostrud will begin to form a register of employers found to have illegally employed employees. It will include companies that substitute labor relations with civil law contracts or evade registration of labor contracts with employees. Also in the new year, payments to volunteers to reimburse expenses for medical services will be exempt from personal income tax, and VAT will no longer be charged on veterinary services provided by commercial clinics.
